Description
NASA, Kennedy Space Center (KSC) has a requirement for bus transportation services to transport approximately 620 NASA guests for viewing of a Shuttle launch tentatively scheduled for June 8, 2007. This notice serves as a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The requirement is detailed in the Statement of Work below. STATEMENT OF WORK The Contractor shall provide bus transportation services for approximately 620 NASA Guests to view the launch of STS-117. The launch is currently scheduled at NASA, Kennedy Space Center (KSC), Florida, on June 8, 2007. Requirements: 1. Pick up approximately 510 NASA Guests from the International Plaza Hotel in Orlando, Florida area and transport them to the Banana Creek Viewing Site at NASA/ KSC, Florida. 2. Pick up approximately 110 local NASA Guests from Boeing Building 100 (located south east of the intersection of US 1 and SR 405) in Titusville and transport them to the Banana Creek Viewing Site at KSC, Florida. 3. Bus Requirements: a. Wheelchair capability on at least 2 buses. b. Microphone capability on the buses. c. Functional restrooms on all buses. d. Functional air-conditioners on all buses. e. Minimum 52-passenger buses. 4. Time schedule is based on launch occurring on June 8, 2007: All times are tentative and shall be finalized closer to launch. a. All buses arrive at KSC Visitor Complex for security check and secure the buses (security coordinating this activity) (location TBD). Time to arrive should be between 11:30 a.m. and 12:00 noon. i. Approximately 510 passengers to arrive at the hotel in Orlando about 2:30 p.m. to board buses about 2:45 p.m. Buses to depart hotel at 3:00 p.m. and arrive at KSC Banana Creek Viewing Site around 6:00 p.m. Passengers to board about 7:45 p.m. after launch. Depart KSC after launch, approximately 8:00 p.m. Return passengers to hotel in Orlando. ii. Approximately 110 passengers to arrive at the Boeing Building in Titusville around 4:15 p.m. Passengers to board about 4:30 p.m. Buses to depart Boeing Building at 5:00 p.m. and arrive at KSC Banana Creek Viewing Site around 5:00 p.m., arrive at KSC Banana Creek Viewing Site at 6:00 p.m. Passengers to board at 7:45 p.m. after launch. Depart KSC after launch, approximately 8:00 p.m. Return passengers to Boeing Building. 5. In case of launch scrub, require capability for the following: b. Buses to perform in the same capacity for second and third launch attempts up to a 48 hour period from initial requirement. 6. All bus drivers must have an I-9 form. Forms must be delivered to the NASA/KSC, Publis Services Office, XA-F2 no later than 12 days prior to launch. The provisions and clauses in the RFQ are those in effect through FAC 2005-16. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 5485510, $6.5 million respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Quotations for the service(s) described above are due by 2:00 p.m. Eastern Standard Time, May 12, 2007 and may be mailed to John F. Kennedy Space Center/NASA, Mail Code: OP-OS-V, Attn: Marco Pochy, Kennedy Space Center FL 32899 or faxed to 321/867-6226, Attn: Marco Pochy; and include, solicitation number, propose price including cancellation policies/fees if applicable, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters shall also provide the information required by FAR 52.212-1.FAR 212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: 52.203-6, 52.219-6, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.232-33, and 52.233-4.
