Description
NASA Glenn Research Center (GRC) has a requirement for the purchase of one (1) modified capstone microturbine unit for use as a spare for the Closed-loop Brayton electrical power system. Under Contract NNC06CB67C, Barber Nichols designed an electrically-heated, water-cooled, closed-loop Brayton electrical power system which included the modification of two (2) capstone microturbine units. NASA/GRC intends to purchase the item under Contract NNC06CB67C as new work from Barber Nichols, Arvada, CO. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) Federal Acquisition Regulation (FAR)(6.302), only one responsible source and no other supplies or services will satisfy agency requirements. The modification of the capstone microturbine unit is proprietary to Barber Nichols as they possess the unique process to modify the capstone microturbine unit. Use of any other source would severely jeopardize the compatibility of the current modified capstone micoturbine units requiring a redesign with increased costs. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 23, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
