NAICS Code: 339111 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-07-00140. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-16. The associated North Industry Classification System (NAICS) is 339111 and the business size standard is 500 employees. The Environmental Protection Agency (EPA) anticipates that a purchase order will be awarded as a small business set-aside, firm-fixed price purchase order using Simplified Acquisition Procedures. This procurement is for the acquisition of seven continuous ultra-fine particulate matter (PM) monitors. The PM monitor must be portable; battery operated; AC adaptable; and, weigh 1.7kg or less. It must: 1) monitor particles 0.02 - 1 micrometer size range; 2) use water or isopropyl alcohol particle condensate (refilled after 8 hours); 3) measure 0 to 500,000 particles per cubic centimeter sensitivity; and, 4) log large numbers (1,000 hrs at one-minute intervals) of data points (RS-232 serial or USB port-retrievable on a computer). The monitor must be third-party listed. The monitors shall be delivered f.o.b. Destination to Research Triangle Park, North Carolina, 27703. The Government intends to award a single order to the lowest price quote that meets all Government specifications. Quotations must include sufficient material (such as narrative technical specifications, photos, brochures, etc.) to permit the government to determine that the proposed monitor will meet the EPA's minimum specifications. Any specific variances from the specifications shall be addressed by the vendor with respect to how the vendor=s proposal provides alternative equivalence. Laboratory apparatus contractors must be cognizant of the Energy Policy Act of 2005 (P.L. 109-58); FAR Subpart 23.2; and, the Labs21 Program. Federal agencies shall procure ENERGY STAR-qualified or FEMP-designated products to the maximum extent practicable for energy efficiency in the EPA laboratories. The Government reserves the right to require additional pricing information, if necessary, to determine that the proposed price is reasonable.
