- Description
- The Philadelphia Division, Contracting Department, FISC Norfolk intends to acquire on a competitive basis, Engineering Support Services in support of the Deputy Chief of Naval Operations, Communication Networks (DCNO N6). This acquisition will directly support N6?s Warfighting, Manpower & Business Transformation Initiative. Services required include strategic, operational & tactical level support for current and future Requirements Generation/Capability Development, Programmatic, Budgeting, Cost- Control, Strategic Governance & Policy initiatives. The contractor will provide professional analytical, technical, programmatic and financial support services of short and long term duration, or that require unique Naval Command, Control, Communications, Computers, Intelligence, Surveillance, & Reconnaissance (C4ISR) and Space experience. Services required under this contract will be of two types: Executive Level which include short-term projects, special studies, strategic analyses, and high-level briefings; and Basic Level, which include analytical, technical, financial management, programmatic support, data collection, policy development, and process research. Support will be required in the following broad areas of professional support: Navy and Joint Service Warfare Requirements and Program Support, Systems Engineering, Enterprise Transformation, Strategy Development, Financial Management, Governance, Architecture, Data Strategy, Legislative Support, Strategy Development for IT Asset Visibility and Accountability, Administrative Support, PPBE Support, Resources, Requirements, Assessments and Program Management (Acquisition), Communications and Networks Studies and Analysis, Deputy DON CIO Policy Support, Information Assurance/COMSEC, Workforce Development, Portfolio Management, IT System Support, and Program Management. The solicitation is anticipated to be released in early June, and will be posted at the following website: https://www.neco.navy.mil. The Government intends to issue multiple awards using full and open competition for Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) type contacts. The anticipated period of performance is a base year, with 4 (four) one-year option periods. Orders under the contracts will be competed and could be CPFF or FFP. All interested offerors should get a copy of the solicitation from the web site mentioned above and, if there are any questions about it, direct those questions to Joanne Reinert at joanne.reinert@navy.mil no later than 20 days after the solicitation is released. All offers shall be mailed to the address shown in Block 7 of the solicitation, ATTN; Joanne Reinert, Code 280.1B, with a reference to the solicitation number. There is a goal for primes to subcontract at least 15% of this effort to small businesses. The applicable NAICS Code is 541330. Numbered Note 26 applies.
