Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), has a sole source requirement with Smiths Aerospace Electronic Systems ? Grand Rapids (SI) for the production and repair of Crash Survivable Flight Incident Recorder (CSFIR) and Crash Survivable Memory Unit (CSMU) hardware, as well as product/engineering support. It is anticipated that the following hardware will be procured: Crash Survivable Memory Unit (P/N 170556-02-01), Model Number 3246F1; enhanced Crash Survivable Memory Unit (P/N 183917-02-01), Model Number 3254E1; Voice and Data Recorder (VADR) (P/N TBD), Model Number RO-TBD/ASH-39(V); Signal Data Recorder Reproducer (P/N 180380-001), Model Number 2871A1; Motional Transducer (P/N 08TC1-3337); and Torque Multiplexer (P/N 907-0001-001). The contract will allow for the repair of the following items: Voice and Data Recorder (P/N 173877-01-01), Model Number RO-646/ASH-39(V); VADR (P/N 173876-01-01), Model Number: RO-645/ASH-39(V); CSMU (P/N 169961-01-02), Model Number 3246D; CSMU (P/N 169961-12-01), Model Number 3246D14; CSMU (P/N 170556-02-01), Model Number 3246F1; Signal Data Recorder Reproducer, (P/N 169949-05-02), Model Number RO-605A/A. Estimated quantities for each of these items range from zero to twenty units per year with a delivery schedule of twelve months after placement of order. Delivery shall be made to various locations throughout the continental United States. In accordance with the Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements. As the sole designer and developer of the AN/ASH-39(V) CSFIR and CSMU hardware, SI is the only known source that possesses the necessary knowledge, experience, technical data and expertise to produce CSMU?s and repair AN/ASH-39(V) CSFIR and CSMU hardware. Therefore, this acquisition shall be negotiated on a sole source basis with Smith Aerospace Electronic Systems ? Grand Rapids, 3250 Patterson Avenue, S.E. Grand Rapids, MI 49612-1991. It is anticipated that an Indefinite Delivery production/repair contract, with provisions for firm fixed price delivery orders, shall be awarded for a base period of one year and four one-year options. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which shall be considered by the Naval Air Systems Command by or before June 1, 2007.
