- The US Army Natick Soldier Center (NSC) intends to award a Sole Source contract to Interstate Container Lowell LLC of Lowell, MA, for research and development associated with improving the design of biodegradable corrugated packaging for Meals, Ready -To-Eat (MRE) and Unitized Group Rations (UGRs). This is the second year of a research effort that involves box prototype design and production, followed by characterization and testing. This will be a simplified acquisition for an award of approximately $60,000. The rationale for other than full and open competition is that Interstate Container is the only source that currently has the equipment and capabilities to continue this research. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all comments received within ten days after date of publication of this synopsis will be considered by the Government. A determinatio n by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a com petitive procurement. Please refer to numbered note 25. The Purchase Request number for this acquisition is W91A2K-7081-9060. The North American Industry Classification System (NAICS) code is 322211.
