Description

The US Army Contracting Agency, Contracting Center of Excellence (CCE), Pentagon, on behalf of Office of the Secretary of Defense (OSD), Acquisition, Technology and Logistics (AT&L), Installations and Environment, (I&E)), intends to procure Global De fense Posture Master Planning Services. These services shall be procured under full and open competition procedures. Interested small businesses who are certified and qualified as a small business concern in NAICS code 541990 with a size standard of $6.5 million dollars are encouraged to submit their capabilities package outlining their Technical Experience and Past Performance in the following key areas: (1) Developing master plans for Global Forward Operating sites (FOSS) and Cooperative Security Locati ons (CSLS); (2) Developing Plans of Action and Milestones; (3) Developing snap shots for existing conditions, missions, capabilities and land use; (4) Analysis of existing conditions; developing alternatives and recommendations for future FOS and CSL requi rements and policy and future requirements; (5) Developing FOS and CSL templates; (6) Refining and expanding computer based cost models and (7) Developing and implementing formal briefings, computer cost model demonstrations, information papers and state-o f-the-art presentation materials. If at least two responsible small business concerns are determined by the government to be capable of performing this requirement at a fair market price based on an evaluation of the capabilities packages (limited to 25 pa ges, single sided), submitted by, 12:00 P.M. (EST), 18 May 2007, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the respo nse date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capabilities packages submitted, this requirement will be solicited under full and open competition procedures. Title: Global Defense Posture Master Planning: Individual responses to this request for information that may contain company proprietary i nformation and must be marked accordingly. The Government shall not be liable for or suffer any consequential damages for any technical information identified (e.g. limited and/or restricted rights). To assist us in maintaining a list of interested sma ll business offertory for this potential procurement, please provide your company name, a point of contact, address, phone number and business size under the above NAICS code, to the POC for this procurement, Mark Brady. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov. Under this requirement, the contractor shall provide all personnel, equipment, tools, materials, supervision, and othe r items necessary to complete the work. A Single Award, Firm-Fixed Price contract is anticipated. The Period of Performance will be for a base period of twelve months and four (4) option years. All responsible sources may submit a proposal(s), which will be considered, however, no offers are being requested at this time . No paper copies of the solicitation will be issued.
