Description
Question#1: In reference to section 8.10 of the PWS. What activities does this requirement refer to? Answer: All Directorates and Active Army Components on the installation. Question#2: In reference to section 8.10 of the PWS. What type of HSMS technical support would need to be administered? Answer: See paragraphs 8.10.1 thru 8.10.9 this explains the requirements of HSMS. Question#3: In reference to section 8.10 of the PWS. What reports are needed that would require COR approval? Answer: In the beginning, all reports will go through the COR for approval. The routine monthly reports will no longer need to go through the COR once the contractor becomes familiar with the reports. Only adhoc, special, unknown reports will need to co ntinuously be approved by the COR prior to submission to any other Directorate, Command, State or Local Government. Question#4: Instructions to offerors requires submission of a written quality control plan with the proposal. However the PWS states that a final quality control plan is required within 30 days of contract start. Is a complete Quality Control Plan require d with the proposal or is this a requirement for a Quality Control Plan outline? Answer: A complete draft quality control plan is due at the time of submission of proposal. Question#5: Should the financial information required for inclusion in Volume one of our proposal include the information from the prime and the team partner subcontractor? Answer: Only the prime contractors financial information is required. Question#6: Are there specific technical, training or educational requirements for any of the proposed personnel to include the proposed project manager for this project? Answer: No. Personnel should be fully trained and qualified on 1 August 2007 to take over the full performance of the contract. Training may be required as computer systems change. If there is a change in computer systems, the Government will incur the expense of the training. Question#7: At the time of the site visit it was stated that there are currently five full time contract personnel, one of which is the project manager, can you confirm this? Answer: That is confirmed. Please be aware that Contractors should propose staff according to how the contractor intends to meet the requirements of the PWS.) Question#8: Please provide the labor category in accordance with the service contract act that each of the current contract personnel fall under? Answer: The Contractor shall propose the positions that will meet the requirements of the PWS. Service Contract Act wage determinations can be found at www.wdol.gov. Question#9: Is there a requirement for the Contractor to have access to a vehicle for pick- ups and deliveries? If so, is the Government providing a vehicle or is the Contractor required to furnish their own vehicle? Answer: One stake bed truck is provided by the Government for this purpose. Question#10: Will the Government furnish any material handling equipment for the Contractor to use, such as forklift, pallet jack, etc? Answer: Yes, the Government provides forklifts. Question#11: Will the Government require the Contractor to assume full performance of the Hazardous Material Control Center during the phase in period or at 1 August? Answer: Contractor will be required to be at full performance 1 August 2007. Question#12: Is the current contract on FedBizOpps? Answer: No, it was a GSA contract. Question#13: Does the Contractor have to find hazardous waste disposal facilities for the used waste? Answer: The Directorate of Environmental Compliance and Management (DECAM) will be responsible for finding the disposal facility. The HMCC will coordinate with DECAM. Question#14: Does the phase-in plan count towards the fifty page limit on the technical proposal? Answer: No. The phase-in plan is separate.
