- This announcement constitutes an official pre-solicitation notice. The intent is to notify potential Service-Disabled Veteran-Owned Small Business concerns of the Precision Measurement Equipment Laboratory (PMEL) acquisition (NAICS 811219 and size standard $6,500,000.00, effective 31 July 2006). Required services are non-commercial, therefore FAR Part 15, Contracting by Negotiation, shall apply to this acquisition. The Government anticipates the issuance of the Request For Proposal (RFP) in July 2007. The target award date is 19 November 2007, with a start date of 1 December 2007. The contractor will provide Non-Personal services for PMEL at F.E. Warren AFB, WY. These services shall include tenants and other off-base activities receiving support from F.E. Warren AFB. The contractor shall furnish all personnel, equipment, materials, tools, supervision, and other items necessary to manage, test, calibrate, repair, modify, certify and perform maintenance on all assigned equipment and test equipment under Air Force Metrology Calibration (AFMETCAL) calibration procedures, technical oversight and lab accreditation. Operation of the PMEL shall be of such quality as to provide the professional level of calibration certification required in Technical Orders (T.O.s) to assure prescribed accuracy, traceability, and reliability of all test, measurement and diagnostic equipment (TMDE). The Government will provide Government-Furnished Property, to include standard testing equipment and a facility that has been inspected for compliance with Occupational Safety and Health Administration (OSHA) guidelines and meets AFMETCAL requirements. This acquisition will be a Fixed-Price performance-based service contract, which will be structured around what is required as opposed to how the contractor should perform the work. The period of performance of this contract shall consist of one basic year, with the possibility of four individual option years. Contract award will be based on Best Value using Performance-Price Tradeoff (PPT) procedures. Potential offerors are responsible for monitoring this site for the release of the solicitation package. To be eligible for contract award or payment from any DoD activity, offerors must be registered in the DoD Central Contractor Registration (CCR)and Wide Area Work Flow Receipt and Acceptance (WAWF-RA) websites. There will be no paper copies of the subsequent solicitation notice available. The RFP will be released using the Electronic Posting System (EPS) available at www.fbo.gov. All solicitation information may be obtained through the above referenced website. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
