AIR FORCE INSTITUTE FOR OPERATIONAL HEALTH (AFIOH) BROOKS CITY-BASE TEXAS Air Force Risk Communication Services SOURCES SOUGHT SYNOPSIS (SSS) 8 May 2007 Headquarters Air Force Material Command, Aeronautical Systems Center, 311 Human Systems Wing, Air Force Institute for Occupational Health at Brooks City Base, San Antonio TX is establishing the acquisition strategy for Air Force Risk Communication Services. This synopsis is to inform potential offerors and other interested parties of possible acquisition strategies and allow for input from industry. It is not a: Solicitation or a commitment by AFIOH to contract for services identified herein. The Government will not pay respondents for information in response to this posting. The Government reserves the right to amend this strategy in any manner deemed appropriate. In no way does this posting obligate the Government. 1. PURPOSE/GENERAL INFORMATION: AFIOH is considering awarding a firm-fixed Price (FFP) Blanket Purchase Agreement(s) (BPA) for consultation on risk communication regarding biomedical, health, and environmental risk communication issues at various Air Force installations. The anticipated North American Industry Classification System (NAIC) code for this effort is ?541820?. 2. BACKGROUND/DESCRIPTION: Market research is being conducted in order to identify sources who are capable of, or capable of teaming with other firms, to provide a full spectrum of consultation services on risk communication regarding biomedical, health, and environmental risk communication issues, including the study and investigation of specific risk communication issue(s), provision of appropriate consultation, advice, guidance, counsel, and consultative training, as well as recommendations on how to achieve risk communication objectives that support the identified Air Force mission in a Risk Communication Strategy. The contractor shall also be responsible for development of the curriculum, presentation material and supporting material for a seminar, workshop or briefing that is consistent with current and established risk communication principles, DOD policy, and Interservice Environmental Education Review Board (ISEERB) training curriculum. Any future contract vehicle will require the contractor to meet all applicable federal, state, local laws and regulations. Specific details regarding this effort are posted as an attachment to this announcement as a part of the Draft Performance Work Statement (See attachment 1, dated 26 April 2007). 3. ACQUISITION STRATEGY. The Government is considering the acquisition of these services under a small business set-aside with award based on technical capability and price only. The Government anticipates procuring these efforts under a Blanket Purchase Agreement (BPA) arrangement. This arrangement may include award to one BPA holder or multiple BPA holders. 4. All interested parties are requested to respond with the following information: a. Recommendation regarding Small Business Set-Aside or Full-and-Open Competition and a brief explanation for rationale b. Concurrence with the selected NAICS for these efforts set forth in the PWS or a recommendation of another NAICS and a brief rationale for selection of that NAICS c. Recommended changes to the PWS d. The technical capabilities of the potential offeror e. The pricing methodology to be used by the offeror when proposing, i.e. per labor hour, per project, etc- Only Rough Orders of Magnitude (ROM) are requested f. Any questions that could affect the final version of the PWS or RFP 5. ANTICIPATED SCHEDULE: Milestone Dates of Completion 1. Issuance of RFI 8 May 07 2. RFP Posting on FebBizOps 22 May 07 3.
