Description
Acquisition Management and Integration Center, Langley AFB, VA, is in the process of determining the acquisition strategy to obtain non-personnel services for military trained certified Master Divers. Responsibilities will consist of assisting Guardian Angel (GA) Rescue Squadron (RQS) units by providing technical experience in the operation and maintenance of assigned diving equipment, boats and outboard motors, and operating boats during unit dive operations at the discretion of the unit commander. In addition, Contractor dive locker technicians shall support development of waterborne operations procedures designed to enhance the combat readiness and collective skills of Combat Rescue Officers and Pararescuemen. Military diving experience and credibility in the Navy dive community will be required. The contractor shall research available and emerging technologies and work with Air Combat Command (ACC) and MAJCOM diving program managers to identify areas where technology advances in diving and maritime operations that can benefit the command. Specifically, the contractor should look for solutions to technology gaps, resource protection, and enhanced equipment training methodology that will save training time, funding, or enhance combat survivability of Pararescuemen and Combat Rescue Officers during water operations. The period of performance will cover a one-year base period with four one-year options. The government expects to make an award on or about 15 Sep 07 and performance to start 1 Oct 07. This acquisition will be issued as a Request for Proposal (RFP) on or about 20 Jun 07. A DRAFT PWS will be posted in conjunction with the Sources Sought notice. The applicable North American Industry Classification System (NAICS) for this requirement is 561210 with a size standard of $32.5 M. Interested 8(a) business who are certified and qualified as an 8(a) in NAICS 561210 shall submit a package outlining their capabilities in key areas as determined by the government as relevant to the performance of this requirement. Interested 8(a) concerns are encouraged to respond and submit their capability statement(s) to this office NLT COB on 18 May 2007. Comments on the draft PWS are not requested at this time. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documents posted on FBO will not be made available. The government will provide email confirmation of receipt of your statements.
