Description
The Bureau of Labor Statistics intends to enter into a sole source contract under Simplified Acquisition Procedures with Management System Group, 565 Virginia Drive,Fort Washington, Pennsylvania,19034-2706, to provide address lists from sampling frames for the Consumer Price Index Housing Survey. Total cost for this requirement will NTE $20,000. In 2006, the BLS entered into a contract with Marketing Systems Group (MSG) to provide address lists for sampling frames for the Consumer Price Index Housing Survey. MSG was the sole respondent for the RFQ (BLS 06-101). Additionally, research conducted in 2002 and 2003 by Westat under contract from the BLS had previously concluded that MSG address lists were superior to other available address lists in terms of the needs of the CPI Housing Survey. This conclusion was reinforced by our own research during the same period as well as a field test in 2004 that showed that address lists from MSG were suitable for our use. When the 2006 RFQ was issued and the contract with MSG was signed, the CPI program was operating under the assumption that the geographic sample design of the CPI in future years would consist of 75 Primary Sampling Units (PSUs), or cities. Since that time, a decision was made to proceed instead with an 86 PSU design. As a result, the number of address lists needed for sampling frame development in the CPI Housing Survey has risen. Based on the above, BLS believes that MSG is the only company that can meet our needs. Any organization that thinks they can provide these services may submit their capabilities and pricing to Joan Gantt. All Respones will be evaluated. Responses must be received by May 15, 2007 at 10 A.M. ET
