Description
SOURCE SOUGHT SYNOPSIS UNITED STATES COAST GUARD SECTOR SAN JUAN PUERTO RICO FACILITIES ENGINEERING. The Maintenance and Logistics Command Atlantic (MLCLANT) is seeking qualified firms, to participate in a standard competition, in accordance with Office of Management and Budget (OMB) Circular A-76, Revised May 29, 2003. In order to assess the interest and qualification of firms, this sources sought is being conducted. The standard competition will consist of looking at all services, materials, supplies, supervision, labor and equipment necessary to perform facilities engineering functions at Sector San Juan. The Sector provides a base of operations for five 110-foot Island class patrol boats, one 47 foot motor life boats, three 25 foot small security boats, and a 55 foot Aids to Navigation boat. Sector San Juan encompasses 530,000 square feet of structures spread over approximately 53 acres. The two largest areas consist of: (1) The approximately 15 acre Base San Juan site located in Old San Juan, consisting of operational, administrative, industrial, medical, dental buildings, unaccompanied personnel housing, and waterfront facilities; and (2) The approximately 38 acre Housing Area, consisting of 149 houses and associated support buildings. The facilities engineering services at Sector San Juan will include the following: (PLEASE NOTE THAT THESE AREAS ARE NOT ALL ENCOMPASSING) 1) Potable water and Distribution Systems ? maintain potable water distribution systems in a fully operational condition including fixtures, pumps and valves; 2) Sewer Systems ? sanitary and storm sewer collection systems maintenance, and repairs to all systems components and plumbing systems including lift (3) total stations and 8 ship connecting points; 3) Electrical Systems - Maintain electrical distribution systems in fully operational condition including fixtures, switches, breakers, and transformers. Work includes equipment inspections, preventive maintenance, installations, and repairs. Systems range from 12 to 440 volt AC and DC. Some minor work on camera and alarm systems; 4) Mechanical Systems - Maintain mechanical systems in full operating condition including engines, motors, generators, pumps, and controller maintenance and repair. Systems include potable water, sewage, storm water, diesel, gasoline. Equipment includes golf carts and industrial equipment such as grinders, drill press, and saws; 5) HVAC & Refrigeration - Maintain all HVAC&R systems in fully operating condition with systems range from 1 to 40 ton units and of the window, split, and central air type and all associated ventilation components including extractors, air handlers, and ducting. Work includes residential and walk in refrigerators and a small level of new work and installation; 6) Buildings and structures ? Maintain glazing, carpentry, roofing, masonry, tiling, painting, and welding and metal work; 7) Surfaced areas - Perform sweeping, pavement marking, and maintenance of bituminous and concrete pavements, recreational courts, sidewalks, and curbs; 8) Special Events - Assist with set up and removal of tables, chairs, podiums, platforms, PA systems, and trash in support of special events such as Change of Command ceremonies and visiting Dignitaries; 9) Hazardous Waste Management - Perform support required for safe distribution, handling and storage of HAZMAT and disposal of HAZWASTE from Sector San Juan, tenant commands and visiting ships. Check and maintain safety equipment including extinguishers, eye wash and wash down stations, hydrants, and fire suppression systems; and 10) Engineering Administration - Execute all estimating, planning and logistics involved in parts and supplies requisitions (including picking up material, but not purchasing). This list of services may be subject to revision, based on the final approved service list submitted by the A-76 cost comparison team. This synopsis is for planning purposes only and does not constitute a solicitation for bids/proposals. Firms submitting responses should indicate whether they are large business, small business, veteran-owned small business, service-disabled veteran-owned small business, small disadvantaged business, women-owned small business, or HUBZone small business concern. Based on responses to this announcement, the Government reserves the right to consider the acquisition for 100% set-aside. The NAICS code for this acquisition is 561210, size standard $32.5M. Interested business firms are requested to submit literature, brochures, and capability summaries identifying, at a minimum, business size, financial capability and past and/or current performance on similar contracts within the last five years together with contract numbers and applicable points of contact and current telephone numbers. Also include a description of the plan to provide support and perform all of the functions required (i.e. via team or subcontract participation of specialized contractors, and any recommendations or information particular to performing this work that will assist in documenting market research information). The Government will not pay for any information submitted in response to this announcement.
