Description
For MLRA 078C, Texas and Oklahoma. Provide all necessary services and equipment for supervision, labor, parts, repair, fuel, transportation, and any other supplies or services necessary to perform all work required for reviewing existing and achieved range site descriptions and developing twelve (12) designated portions of draft ecological site descriptions (ESD) as listed in the Statement of Work (SOW). The solicitation will have the applicable range site descriptions for MLRA 78C. Attachment 1 will be the Major Land Resource Area (MLRA) Map for the State of Texas and southern Oklahoma. Attachment 2 will be the Precipitation Effectiveness (P-E) Map for the State of Texas. Attachment 3 will be an example ESD. The contractor shall deliver to the Texas Range Management Specialist (RMS) a draft version of the first ESD prior to developing additional ESD products. A written notification indicating deficiencies or acceptance of work will be sent to the contractor. The contractor will correct any deficiencies. Each completed ESD product will require review and acceptance prior to payment being authorized. EDUCATIONAL REQUIREMENTS: The contractor must have at a minimum: 1. A Bachelors Degree in Rangeland Ecology or a closely associated field. 2. A minimum of 10 years of work experience in a rangeland ecology related field and specific experience and a working knowledge of MLRA 78C. 3. A working knowledge of ecology, ecological site concepts and Range Health concepts, and a thorough understanding of the ecological site dynamics concepts and protocols for developing ecological sites. 4. Technical experience in working with local landowners managing plant communities in MLRA 78C and knowledge of animal preferences to plant. 5. An ability to communicate effectively in writing. Ability to use Microsoft Word, Power Point, Excel programs, digital photography, and electronic media. This will be a Request for Proposal (RFP) acquisition for a firm fixed-price contract. This project is a Total Small Business Set-aside. Prior to contract award the contractor must be registered in Central Contractor Registration (CCR). The NAICS Code is 541990. This project is restricted to Small Business. Registration in TechReg (TSP) is not required, but highly encouraged. Solicitation will be posted and be available to download on or about May 18, 2007. Price range is $25,000 - $100,000. Project to be completed by July 1, 2008. All contractors are required to be registered in Central Contractor Registration (CCR) prior to being awarded a contract by NRCS. The CCR database is the primary Government repository for contractor information required to conduct business with the Federal Government.
