Description
Request for Proposal - N1274070034 - Rehabilitation of and New Addition to the Visitor Center at Big Bend National Park, located southeast of Alpine, Txxas and 70 miles south of Marathon, Texas at the south end of Route 385. Construction Magnitude $500,000 to $1,000,000. Government will award a single firm fixed price contract. The work of this contract consists of the general construction of a 1,166 square foot addition to the existing facility ans well as demolition of existing restroom facilities and construction of new restroom facilities meeting ADA Accessibility code requirements. Construction of the addition will consist of modification of existing roof drain lines and sewer lines, earthwork, exterior sidewalk, pads and sasonry wall matching existing facility, interior metal stud walls insulated, steel bar roof joists, metal roof decking, tapered rigid insulation and EPDM fully adhered roof system as well as interior finishes specified in the contract documents. Renovation to existing facility includes installation of an "Iron Ranger" provided by the National Park Service, new carpet tiles, suspended ceiling, and painting. Addition interiors will consist of carpet tiles, painted gypsum board walls, and suspended acoustic ceiling. Restroom renovation will include complete demolition of concrete floor slab, walls and interior finishes and plumbing; construction of new concrete floor slab, plumbing, metal stud gypsum board walls, tile wainscot, new metal toilet partitions, toilet accessories, gypsum ceiling and relocations of existing telephone punchdown board and interconnections to a new location. HVAC will consist of demolition of an existing split A/C heat pump and the installation of two split system air-to-air heat pump systems with electric auxiliary heat. One system is provided to the exisiting facility and the new addition and the second system is provided for the existing Post Office, renovated restrooms and offices that were served by the original system. A paper solicitation will not be issued and electronic submission of contractor proposals will not be accepted. This is a best value procurement and award will be made based on price and price related factors. The Government will not accept an offer for award on the basis of superior capability without concern for the price of the offer. Non-Price factors are appoximately equal to cost or price. Factors include, but may not be limited to: project managment, demonstrated abilities in work required and past performance. Details related to the source selection process will be posted within the solicitation in Sections L & M contained in the attachment titled Terms and Conditions (clauses) attached to the solicitation.
