- Point of Contact for this project is Mr. Jan Slick, Contract Specialist, 817-886-1050. Project General Information: ADAL Aircraft Parking Apron. This project provides approximately 20,000 Square Yards of concrete apron, taxiway, and tow road that will be used for parking 28 T-6 and T-38 aircraft transferred from Moody AFB. Work will include sitework, paving, striping, tie-downs, drainage, lighting, aircraft tie-downs, grounding points, painting/striping, extension of the existing Centralized Aircr aft Starting System (CASS)(electricity and compressed air), and installation of Government Furnished CASS pedestals, and restoration of any areas disturbed by construction. There will be no Government Furnished Material/Property. There is no planned demo lition work under this project. There will be a Pre-Bid Conference. The North American Industrial Classification System (NAICS) code applicable to this project is 237990, Other Heavy and Civil Engineering Construction which corresponds to SIC 1600. The Small Business Size Standard is $31 Million. This will be a competitive Best Value solicitation for HUBZone businesses strictly in the State of Texas; the solicitation number for this project is W9126G-07-R-0071. The solicitation is tentatively scheduled to be issued on or about May 21, 2007, with proposals due on or about June 21, 2007 (unless otherwise stated in the solicitation). The construction project price range is $1,000,000 to $5,000,000. The contract award will be based on Best Value to the Gov ernment, which may or may not result in accepting the lowest-priced offer. To determine best value, the Government's proposal evaluation will consist of but not be limited to evaluation of the offerors technical and management capabilities as well as pric e. Specifically, the major factors in the Technical Proposal shall consist of Construction Past Performance, Corporate Relevant Specialized Experience, Management Effectiveness and Construction Duration.
