- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is Request for Quotations (RFQ) KAG70033 and the solicitation is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. Delivery and acceptance will be at Bethesda, Maryland. The National Institute of Neurosciences Division (NINDS) is seeking Compatible Imaging System scope for CDNS. This microscope is to replace an older Nikon model MED540AA. This microscope will have the capability of extending the use of our systems. Multiple pieces from our existing microscope scopes are not compatible with imaging scopes from other companies. The prime purpose of this system will be to image embryonic explants for long periods, new and critical components for successful research for our section. The system must be modular in design, with programmable hardware, to enable the researcher to select the configuration of hardware and software components that meet their specific research needs. The requirement is for one device. The provision at 52.212-1, Instructions to Offerors Commercial, applies to the acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. The evaluations factors: 1) Ability to meet the technical requirement, 2) documentation that addresses an offeror ability to deliver on time and within specification,) Past performance in similar efforts. Offers will also be evaluated on best value. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with it offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition and Clause 23.500 Drug Free Workplace. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders.
