Description
USAID/East Africa based in Nairobi, Kenya is planning to modify the cost reimbursable East and Central Africa Global Competitiveness Hub (ECA Hub) Contract (Contract No. 623-C-00-03-0051-06). USAID/East Africa requires the specialized services of the current contractor, BearingPoint, Inc, to continue implementation of the ECA Hub project as part of USAID East Africa's commitment to US foreign policy goals related to the Africa Growth and Opportunities Act (AGOA) by helping East African countries take advantage of regional and global trade opportunities and better understand and comply with US rules and regulations. The contract also supports implementation of the African Growth Competitiveness Initiative (AGCI) by working to remove barriers to trade and competitiveness in the region. The ECA Hub is focused on building trade capacity in East Africa. The modification will increase the period of performance of the contract by one year from September 30, 2007 to September 30, 2008 with a corresponding increase in cost. Bearing Point, Inc. has been the implementer of ECA Hub for four years and appears to be the only source capable of completing ECA Hub in a final year of activity. In its last year, the ECA Hub will: - Help East African Countries and firms to take advantage of AGOA; - Contribute to increased economic growth and integration in the East African region by providing support to help regional economic communities establish productive policy platforms upon which they can enter into international trade negotiations; - Reduce the time and cost of trading goods within the region by working to create an IT corridor along the Northern Corridor and helping the Common Market for East and Southern Africa(COMESA) to implement the Regional Customs Transit Guarantee. The Government intends to modify contract number 623-C-00-03-0051-06 with BearingPoint, Inc. on or about May 30, 2007.
