Description
USAID/East Africa based in Nairobi, Kenya is planning to modify the cost reimbursable Regional Agricultural Trade Expansion Support (RATES) Program (Contract No. 623-C-00-02-00089-09). USAID/East Africa requires the specialized services of the current contractor, Chemonics International Inc., to continue implementation of the RATES project as part of USAID East Africa's commitment to a multi-agency effort to contribute to intra-regional trade being promoted through two presidential initiatives: the Initiative to End Hunger in Africa and the African Global Competitive Initiative. The RATES Program focuses on increasing agricultural trade within East Africa. The planned modification will increase the contract period of performance by one year from September 30, 2007 to September 30, 2008 with a corresponding increase in cost. Chemonics International Inc. has been the implementer of RATES for five years and appears to be the only source capable of completing the RATES objectives in a final year of activity. In its last year, the RATES program will: - Work to strengthen the East African Fine Coffees Association, the East African Grain Council, the East and Southern Africa Dairy Association, and the African Cotton and Textile Industries Federation. Particular focus will be placed on increasing their technical depth, their ability to advocate on behalf of their members, and helping them to attain financial autonomy; - Work with the Common Market for East and Southern Africa (COMESA) and the East African Community (EAC) to implement harmonized standards for corn and dairy and finalize an agreement on a simplified trade regime for the East African region; - Implement a one-year effort to promote structured trade in regional staples markets. The Government intends to modify contract number 623-C-00-02-00089-09 with Chemonics International Inc. on/or about May 30, 2007.
