- The Office of Thrift Supervision (OTS) intends to issue a sole source purchase order to First American Real Estate Solutions LLC for Loan Performance TrueStanding Servicing Subscription for the Prime Database and the Subprime Data for the period of June 1, 2007 through May 31, 2008 with 2 one-year options. TrueStanding Servicing is composed of over 38 million residential first mortgages . The database includes: More than 38-million prime U.S. residential first mortgages; 100 percent of Fannie Mae and Freddie Mac portfolios; over 75% of the nation?s active prime mortgages. Perform complex financial risk diagnosis work with prime and subprime data simultaneously; adapts to different functional uses (servicing, risk management, portfolio management, retention, finance, marketing, etc.); System is available 24/7 from any internet-connected computer. System provides for expanded diagnostic capabilities (flexible metrics, Rest of Market benchmarking; expanded performance measures; multi-dimensional delinquency analysis and enhanced reporting). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement in writing or submit quotations. This notice of intent is not a request for competitive quotations. However, all written quotations received with pricing and sufficient technical documentation to establish a bonafide ability to meet the requirement received by 5/11/07 (by 2:00PM EST) will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Written information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be emailed to isabel.romancogswell@ots.treas.gov . If this procurement is competed, no additional synopsis will be published and a request for quotation will only be forwarded to the intended vendor and firms that establish a bonafide abiltiy to meet this requirement.
