- The synopsis is cancelled effective May 4, 2004. No further information will be provided. The Facilities Engineering and Acquisition Division (FEAD) intends to solicit, negotiate and award a contract on a sole source basis to Shaw Infrastructure, Inc, 1230 Columbia Street, Suite 1200, San Diego, CA 92101, for a Quality Assurance Assistant (QAA) to support the Quality Assurance program at the San Clement Island (SCI) Wastewater Treatment Plant (WWTP) Laboratory. The WWTP Laboratory is certified under the National Environmental Laboratory Accreditation Program (NELAP) for daily coliform bacteriological testing required by the NPDES Water Recycled Permit. The QAA will provide four hours per week of support in addition to one day monthly trips to the WWTP Lab at SCI, and purchasing of materials, supplies and instrument calibration/maintenance services. The QAA must possess a degree in physical sciences, life sciences or engineering; documented training and/or experience in QA/QC lab procedures and be knowledgeable of the quality systems defined under NELAP. The QAA will report to the SCI Lab QA Manager at NAVFAC SW San Diego. The statutory authority permitting full and open competition is 10 U.S.C 2304(c)(1) as implemented by Federal Acquisition Regulation, Part 6.302-1, only one responsible source and no other supplier or services will satisfy the agency?s requirement. The contract is firm fixed price for the duration of six months with (2) one-year options.
