- National Cancer Institute (NCI) plans to procure on a sole source basis scientific and technical services with Craon SRL via Cremagnani #16, Vimercate, Italy, regarding the continued development and maintenance of the Environmental and Genetic Lung Cancer Etiology (EAGLE) study database. The supplies and services herein are commercial as described in FAR Part 2 and the supplies and services are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.501. The North American Industry Classification System Code is 541690 and the business size standard is $6.5M. The purpose of this requirement is to continue the on-going EAGLE database project with Craon SRL and the National Cancer Institute. This study includes over 4,000 individuals and collects questionnaire data, clinical forms, measures of exposures, and blood and tissue specimens from each subject, and is then recorded in to the EAGLE study database. The research laboratory at Craon SRL posses uniquely trained qualified experts in computer science, specializing in field activities management and database design for large studies, all of which created the EAGLE database. Craon SRL laboratory staff has a unique knowledge of the tables, coding procedures, internal quality checks, server connections, and internet transmission of the EAGLE database and study data. In addition, they have expertise in the practical aspects involved in the collection of epidemiological data, clinical charts, informed consent forms, and biospecimens, according to NCI standards and needs. Also, they have access to all epidemiological and clinical data from the hospitals involved in the EAGLE study, all of which are important aspects of the EAGLE study database. Craon, SRL is the only known source to the NCI with the knowledge and expertise that can continue with the development and maintenance of the EAGLE study database. Changing variables at this time will be detrimental to the current research in progress. Period of Performance: Twelve (12) months upon date of award with one (1), twelve (12) month option. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM ET May 14, 2007. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
