Description
The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a firm fixed price contract to the International Conservation Education Fund (INCEF) so they can make public via video the causes and implications of monkey pox, which is not well understood by residents of communities at highest risk for virus introduction. The CDC shall partner with the INCEF to create several culturally-tailored, local language videos (suitable for low-literacy settings) that will be used to educate at-risk populations about monkey pox and monkey pox prevention. A contract shall be issued to INCEF who will provide trained Congolese staff locally in Brazzaville, and maintain a formal working relationship with the Congolese Ministry of Health and Populations. INCEF shall also provide the materials and equipment required to complete the tasks outlined herein in multiple languages (Lingala, French, and English) with and without subtitles. The following are required tasks to develop and create the educational videos: (1) Planning and preproduction (year 1); a. development of technical/health guidelines, in collaboration with CDC, b. creation of narratives; outline of desired footage, interviews, and c. collect feedback from CDC and international partners (WHO). (2) Production (year 1); d. travel to Likouala region to obtain video footage, e. conduct interviews with regional hospital and Ministry of Health personnel, f. conduct interviews with wildlife diseases experts, and g. initiate planning of dissemination strategies in conjunction with local health workers. (3) Editing and replication (year 1); h. editing, translation, and subtitling of videos produced, i. digitization of videos by Congolese staff in Brazzaville, and j. focus group testing of videos for apprehension of content and cultural acceptance. The period of performance shall commence upon award of a commercial contract and shall continue through the next 24 months and completed no later than September 2009. Justification for other than full and open competition is considered due to the fact that no other known vendor has demonstrated the capacity to translate complex zoonotic disease prevention messages into culturally appropriate messages for low-literacy settings in Congo. Note 22 applies herein. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c)(1): FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the government. Information received will be considered solely for informational purposes. This procurement is not set-aside for small business.
