Description
The purpose of this announcement is to solicit statements of interest and capabilities from sources capable of providing armed/unarmed security guard services to all Federal Deposit Insurance Corporation (FDIC) owned and leased facilities (Nationwide). Responses to this announcement will be used to develop a Vendors List for FDIC's Nationwide Security Guard Services. This is not a request for proposal (RFP). The FDIC is not seeking nor accepting unsolicited proposals or pricing information. SUMMARY OF REQUIREMENT: The contractor shall provide all necessary labor, equipment (other than Government furnished equipment), uniforms, transportation and supervision to provide Armed and Unarmed Security Guard Services 24 hours a day, 7 days a week, including weekends and ten legal holidays. Company must be licensed in the following Cities and States of: (1) Arlington - Virginia; (2) Washington - District of Columbia; (3) Atlanta - GA; (4) Braintree - MA; (5) Chicago - IL; (6) Dallas - TX; (7) Kansas City - MO; (8) Memphis - TN; (9) New York - NY; and (10) San Francisco - CA, prior to contract award. The acquisition value for the project is estimated to be less than $100,000,000.00 for all seven years. Anticipated Period of Performance is: 365 days/year; 3-year base performance period with two, 2-year Option periods. Place of Performance: The FDIC owns or leases office space in the District of Columbia, Northern Virginia and six (6) Regional and two (2) Area Offices that require security officers. Contractor shall provide the security services at the following locations: Owned Buildings occupied by FDIC Personnel only: 550 17th Street, NW, Washington, DC 20429 1776 F Street, NW, Washington, DC 20429 3501 and 3503 N. Fairfax Dr., Arlington, VA 22226 (Virginia Square) Owned or Leased Buildings occupied by FDIC Personnel and other tenants: 10 Tenth Street NE, Atlanta, GA 30309 15 Braintree Hill Office Park, Boston, MA 02184 500 West Monroe Street, Chicago, IL 60661 1910 Pacific Avenue, Dallas, TX 75201 2345 Grand Boulevard, Kansas City, MO 64108 5100 Poplar Avenue, Memphis, TN 38137 20 Exchange Place, New York, NY 10005 25 Jessie Street at Ecker Square, San Francisco, CA 94105 Other Locations occupied by the Federal Housing Finance Board (FHFB) and other tenants: FHFB - 1625 Eye Street NW, Washington, DC Other Locations as needed: Contractor may be required to provide temporary off-site protection for FDIC employees and guests when an FDIC function is held in a local facility that is not owned or leased by the FDIC. Capability Statement (limited to two pages) - This document should identify: a. Type of security guard services provided by your firm (Armed/Unarmed) b. Primary scope of business c. Size and type of facilities covered by previous government or commercial contracts d. Number of years in business e. Multi-state operational experience f. Availability of Resources (competition from other government or commercial contracts) g. Pre-created marketing literature to supplement the above requirement is permitted and will not be counted against the page limitation. 2. Expected programmatic approach (in-house, teaming, subcontracting, etc.). Respondents must provide their strategy for accomplishing the work, including the approximate percentage of work that will be done by eligible small or SDB businesses (limited to 2 pages). 3. Facilities or geographical areas where your company (prime) can provide services. 4. Completed Business Declaration (see below) The successful contractor shall: 1. Provide armed and unarmed security guard services 24-hours a day, 7-days a week including weekends and holidays. 2. Ensure all guards meet state and local licensing requirements and hold applicable licenses. 3. Supervise their personnel to ensure compliance with the contract. 4. Develop, maintain and issue a comprehensive Guard Manual and Supervisor's Manual. 5. Perform unannounced inspections of their guard performance bi-weekly during each contract guard shift. 6. Ensure the guard is thoroughly familiar with the FDIC procedures and regulations. 7. Ensure the guard understands their responsibilities and duties. 8.
