- This procurement is a Best Value Sole Source (BVSS) Selection for Repairs to Berth 3, Norfolk Naval Shipyard, Portsmouth, Virginia. The contract will accomplish repairs to Berth 3 as necessary to stabilize the existing waterfront structure. The outermost end of the wet slip (51 linear feet x 45 feet) is constructed of a buried pile-supported, timber relieving platform with concrete sheet pile bulkhead along the berthing face. The remainder of Berth 3 (225 linear feet x 40 feet) consists of a concrete pile-supported, high level platform with a sheet pile bulkhead along the back and sides. Repairs will include replacement/refurbishment/abandonment of existing structures and also required demolition and replacement of pavement, the utility tunnel, mooring fixtures the timber fender system, and underground utilities. This procurement will be handled using Source Selection procedures. Award will be made to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), provide maximum benefit to the Government. The approximate Solicitation Release Date is 18 MAY 2007. Proposals will be evaluated upon the following: Factor 1: Corporate Experience; Factor 2: Past Performance; Factor 3 Management Approach ; Factor 4: Technical Solutions; Factor 5: Safety Performance Factor 6: Support for Small Business Subcontracting Effort, and Price. The Government reserves the right to reject any or all proposals prior to, negotiate with any, or award the contract. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Solicitations website. The North American Industry Classification System (NAICS) Code for this project is 237990 with a Size Standard of $28.5 million. This project is not set aside for small business. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
