Description
C-17 NE Landing Zone, Naval Air Engineering Station (NAES), Lakehurst, Lakehurst, New Jersey. The contract will be a firm fixed price contract awarded to the Lowest Price Technically Acceptable offeror in accordance with FAR PART 15 using the Low Price Technically Acceptable Source Selection procedures. It is expected that the best value will result from the selection of the technically acceptable proposal with the lowest evaluated price. This solicitation will be issued as N40085-07-R-3213. The contract will provide for construction of a new 3500 ft long by 90 ft wide bituminous landing zone with 10 ft wide paved shoulders parallel to existing runway 06/24. The requirements include a connecting taxiway, airfield lighting, markers, a Portland cement concrete turnaround, as well as site work and other incidental related work. The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. The construction price range is between $10,000,000.00 and $25,000,000.00. Award will be made to the offeror offering the lowest evaluated price and meeting or exceeding the acceptability standards for non-cost factors. The technical evaluation factors include: (1) Technical Approach (2) Corporate Experience (3) Past Performance Prime and Sub Contractor (4) Safety Performance (5) Support for Small Business Sub Contracting Effort. The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The Request for Proposals (RFP) will be issued on or about 18 May 2007. Tentative date/time for submission of proposals will be on or about 15 June 2007, 2:00 PM (EDT). This solicitation is available in electronic format only.
