- DOI Bureau of Reclamation, Region 8, Denver, Colorado intends to award a non-competitive, sole source contract with HKM Engineering, Inc. for the continued implementation of asset management plan prioritization. HKM Engineering Inc. has developed the process in order to provide a consistent evaluation of the current status of BIA's irrigation projects, and a condition assessment tool within the database to automate costs to irrigation systems that have already been developed. HKM has developed both a standardized approach and unique database of their findings. No other contractor, to the best of our knowledge, can provide this database. This procurement is authorized in accordance with 41 USC 253(c)(1). The proposed solicitation is for services for which the government intends to solicit and negotiate with one responsible source under authority of FAR 6.302-1. Previous acquisition has been conducted for the same services. Interested parties may identify their capability to respond to the requirement via email to bhayden@do.usbr.gov. Telephone requests will not be honored. THIS IS NOT A REQUEST FOR PROPOSAL. A determination by the government to compete this proposed action based on the responses to this notice will be based solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note #22.
