Description
  The Department of Veterans Affairs, Corporate Franchise Data Center in Austin, Texas is seeking a comprehensive Network Management Solution for the VA Network. The solution should be able to monitor and benchmark the networks current health, historical performance and availability. The VA is seeking a software product, or suite of products to accomplish this objective.       The focus of this document is to identify requirements for a network solution. Requirements: Must have the ability to isolate and resolve network disruptions quickly. The software must be able to deliver metrics in "real time". Must able to produce and store historical data. The software should be able to use Agent based, Agent less, and Packet Based monitoring. Must be able model the effect of proposed infrastructure changes and changes in network utilization. Must be able to maintain network performance during peak workloads and provide a foundation for accurate capacity planning. Performance reports must be able to provide "trending" data. The software must be able to create performance reports to justify infrastructure upgrades. The software must be able to export its reports into a numeric format (.txt, .xls or.csv) and presentation format (e.g. pdf). Be able to monitor applications, network health and performance problems. Be able to create relevant comprehensive reports on network performance, and outages. The formats for these reports should be in dashboard, spreadsheet and column based. Must be able to compare performance across multiple applications in various locations. Must be able to compare performance across multiple devices and customers. The software must be able to examine a variety of network components in the network infrastructure, including servers and routers "look" in order to support for problem resolution. The solution should be able to examine a specific query (e.g. SQL query) or single packet of information. Must identify opportunities to tune the network, by re-deploying resources and identify any failed configurations. The solution should be able to use a Centralized management structure and collect all data into a central data repository. The solution should offer a Decentralized structure and store data across multiple locations (for efficiency). The software solution should allow for the establishment of performance thresholds. Once exceeded, the software should be able to produce a "multi-mode" (E-mail, phone, etc.) notification The software must be easy to install, maintain and use. The product must be able to capture traces from a wide variety of VA applications platforms including z/OS, AIX, HP-UX, Linux, Solaris and WINDOWS platforms. The product needs to monitor the infrastructure from multiple locations to simulate a "user" experience. Must be able to interface to the current Computer Associates trouble ticket and help desk system at the Austin Center. It is requested that sufficient documentation be provided to allow evaluation of the proposed solution to meet the Government's requirements. There is no solicitation document available at this time.
