- AMENDMENT 7: Solicitation SALMEC-07-R-0030 is amended as follows: 1) Section K.8, 52.219-1 Small Business Program Representation (MAY 2004)(a)(1), page 97, is changed to read The North American Industry Classification System (NAICS) code for this acquisition is 238210 instead of 561210. (2) The small business size standard is $13 million instead of $32.5 million. 2) Section B, Supplies or Services and Prices/Costs, CLIN 0001AG- SHIPPING COSTS is changed to read This CLIN will be used to pay the contractor for costs associated with shipping materials, equipment and specialized tools needed to carry out the delivery orders under this contract. The contractor shall provide documents (receipts, etc.) with shipping costs invoices. THE CONTRACTOR'S INVOICE FOR SHIPPING COST SHALL BE UNBURDENED IS DELETED FROM THIS LINE ITEM. 3) Section B, page 5, CLIN 3001AE Defense Base Act (DBA) is changed to read $59,000 for the total lot amount instead of $46,000. 4) Section B, page 5, CLIN 3001AF Danger Pay is changed to read $29,000 for the total lot amount instead of $23,000. 5) Section L.15, I.C., page 119, is changed to read Offerors shall be sure to have proposed amounts for Line Items 0001AA, 0001AB, 0001AC and 0001AD for the Base Year and each Option Year. The following is stated: EmbSec, LLC was awarded the current contract as an 8(a) set-aside March 7, 2003. Total amount of the contract was $354,240,092.39. The current contract is SALMEC-04-D-0006 which expires June 30, 2007. ****Offerors are cautioned that requirement SALMEC-07-R-0030 has changed drastically from the requirement aawrded March 7, 2003. Please read the solicitation thoroughly before proposing***** SYNOPSIS: The U.S. Department of State Office of Overseas Buildings Operations (OBO) intends to award a Fixed Price, Performance Based, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for installation of technical security systems (i.e. including alarm, door control, Closed Circuit Television (CCTV), public address, x-ray, metal detection, explosive detection and intercom systems) at Department of State diplomatic missions, embassies and consulates worldwide. The Government intends to solicit this requirement as a Total Small Business Set-Aside using acquisition procedures outlined in FAR Part 15. Due to time constraints, the offeror shall have a Top Secret Security Facility Clearance or Interim Top Secret Security Facility Clearance at the time of proposal submission. Firms must also have the capability of providing DSS Safeguarding and the capability of providing a DSS approved classified computer system. The Government intends to award up to two (2) contracts to responsible offerors whose proposals conform to the requirement of the solicitation and are evaluated as being the Best Value to the Government, cost or price and other factors considered. The proposed performance period shall be one (1) base year and four (4) one year option periods (which shall be exercised at the sole discretion of the Government). The North American Industry Classification (NAICS) code for this procurement is 238210, Electrical Contractors and the small business size standard is $13.0M. The solicitation will be issued on or about February 26, 2007. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Offerors shall check FEDBIZOPPS.GOV daily to keep abreast of all updates (amendments) concerning this requirement.
