Description
NOTICE OF INTENT TO SOLE SOURCE: The Employment and Training Administration intends to negotiate on a sole source basis with Results Technologies Solutions. The proposed contract action will be awarded under Federal Acquisition Regulation (FAR) Subpart 19, Small Business Programs, for an eighteen month period and is for services that the Government intends to solicit and negotiate with only one source, as implemented by FAR 19.1306, HUBZone sole source awards. The proposed contractor is Results Technologies Solutions, 110 East Greer Street, Suite 2, Durham, North Carolina 27701. The project's purpose is to: 1) Produce measurable improvement in the ability of participating Faith-Based and Community Organizations (FBCOs) to track and use program outcomes to increase their organizations performance, service quality, and organizational development capabilities; and 2) Compare which, if any, of the three technological supports are more effective in implementing an outcomes-based evaluation with their programs and services. The Government believes that the only responsible HUBZone source capable of satisfying the agency's requirement is Results Technologies Solutions. No Request for Proposal (RFP) will be issued and no response will be made to letters or telephone requests for a copy of the solicitation. This is not a request for competitive proposals, but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a) (1), Dissemination of Information. This requirement is restricted to HUBZone small businesses. The NAICS code is 541611 with a $6.5 million size standard. Qualified responsible HUBZone firms believing they can provide the required services are encouraged to identify themselves and give written notice to the Contracting Officer referencing DOL071RI20117. Firms should submit a Statement of Capability (SOC) not to exceed (10) pages within fifteen days of this publication. The firms must provide supporting evidence in the SOC that they have the capability to perform the requested services. All responses will be fully considered. If no affirmative responses are received to the effect that a capable HUBZone source exists, a contract will be awarded to Results Technologies Solutions for the requirement stated here.
