Sources Sought 07T030707 Title: Logistical Support for Discretionary Grant Reviews Contracting Office Address Department of Health and Human Services, Program Support Center, Division of Acquisition Management, Parklawn Building Room 5-101, 5600 Fishers Lane, Rockville, MD, 20857 Description: The Department of Health and Human Services, Office of Public Health and Science through the Program Support Center has a requirement for a contractor to provide the following: Logistical Support for Discretionary Grant Reviews, HHS, OPHS, Office of Grants Management (OGM) Background The Office of Grants Management (OGM) was originally established in January 2003 to take the lead in the coordination and monitoring of grant activities and to implement existing grant policies across the Office of Public Health and Science (OPHS). The OGM also assists in the development and implementation of new policies as it pertains to the awarding and monitoring of grants. The OGM awards and monitors grants for 9 Program Offices. The Program Offices are the Office of Minority Health (OMH), the Office of Population Affairs (OPA)(within OPA is the Office of Family Planning (OFP) and the Office of Adolescent and Pregnancy Programs(OAPP)), the Office of the Surgeon General (OSG), the Office of Disease Prevention and Health Promotion (ODPHP), the Office on Research Integrity (ORI), the Office on Global Health Affairs (OGHA), the Office on Women?s Health, and the Office of Public Health Emergency Preparedness. Objective Requires contact point for application requests as well as the applications receipt point. In addition, the Contractor shall conduct the Objective Review Committee meetings and provide logistical support for the OPHS. Listed below are a few of the activities the Contractor shall support. It includes but is not limited to: ? Objective Review Committee (ORC): The OPHS anticipates announcing, in FY 06 competition for up to 15 Federal assistance programs. Purpose: The purpose is management of a wide range of services to support the competitive Discretionary Grant Management Process from the distribution of announcements of funding opportunities through to the final summaries and ranking documents. This performance includes, at a minimum, support for the following activities; ? Preparation and distribution of announcements of funding opportunities; ? Maintain and update a web page containing relevant information for applicants, reviewers and Federal Staff ? Responding to requests for clarification and material from potential applicants; ? Provide preliminary technical assistance to potential applicants; ? Assist in the recruitment and selection of subject matter experts to review applications; ? Provide a system to track reviewers participation in ORCs and insure rotation of eligible reviewers; ? Receipt point of applications; ? Preliminary screening of applications to determine eligibility; ? Maintain staff, equipment, supplies and other services to receive, handle, transport and process grant applications; ? Provide appropriate number of application copies to distribute to OGM (original), Program (1 copy), and reviewers (dependant upon committee size), ? Training to reviewers, OGM staff and program as necessary; ? Meeting, conference, and lodging support for the objective review process; ? Provide laptop computers and supplies for each review panel ? Operational and production support services; ? Maintain individual data bases to record, but not limited to, application receipt, eligibility, ORC reviewer assignments, ranking documents, etc; ? Provide electronic and printed copies of reviewer comments and final summaries; ? Prepare consolidated reviewer summaries. ? Preliminary evaluation of review processes of OPHS; and ? Range of on-site administrative support for the grants process It is anticipated that this acquisition will be awarded for a period of one year with four one year options. This acquisition is being awarded under NAICS code 541618. The purpose of this synopsis is to determine whether there are small business sources with the requisite qualifications to perform the work described above. This is limited to any small businesses (including : Service disabled Veteran owned, HUBZONE, 8A, Service disabled, Woman owned small business). Any small business capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as described above by 3:00 pm EST, May 16, 2007.
