Description
PROJECT NOTICE The National Renewable Energy Laboratory (NREL), a Division of Midwest Research Institute, which is operated under Prime Contract DE-AC36-99GO10337 with the U.S. Department of Energy (DOE) intends to solicit competitive proposals from prequalified sources for a Conceptual Design and Design-Build subcontract for design and construction for class A office building(s) called the Research Support Facilities (RSF) project. The RSF will be located at NREL?s South Table Mountain property in Golden, Colorado. The RSF is envisioned to be the DOE Office of Energy Efficiency and Renewable Energy?s (EERE) signature building(s) at NREL, a ?national showcase?, which will reflect the leadership of EERE, the DOE Golden Field Office (GO), and NREL on national energy, economic, and environmental security matters. It is intended that construction and final completion will be no later than December 2009. The guaranteed maximum price for the design-build effort will be negotiated prior to subcontract award and is currently estimated to be within a range of $50,000,000 to $63,000,000. It is anticipated that the subcontract will be fully funded at time of subcontract award. This is a high visibility project of national scope. GENERAL DESCRIPTION OF WORK The RSF is required to house a minimum of 800 Department of Energy and NREL staff in a minimum of 220,000 usable square feet. The RSF is required to be a Leadership in Energy and Environmental Design (LEED?) ?Platinum? office building(s) with ?Platinum? as defined in the US Green Buildings Council LEED? rating system, and to consume no more than of 25kBTU per square foot per year (demand side). It is also required to be a showcase of sustainable high-performance design which will demonstrate the integration of high performance building design and practices, showcase technology advances, and capture the public?s imagination for renewable and energy efficient technologies. The RSF is required to incorporate the best in energy efficiency, environmental performance, and advanced controls using a ?whole building? integrated design approach, and must comply with Energy Star standards. PREQUALIFICATION PROCESS NREL has determined that design/build firms must be prequalified to submit a proposal for this project. Prequalification will be determined by NREL?s panel review of the submitted information, in accordance with the technical criteria provided below. NREL will establish a short list of firms determined to be most qualified to perform the project successfully. NREL will issue a Request for Proposal (RFP) and prequalified firms will be invited to submit a comprehensive proposal inclusive of a schedule/price/technical proposal and other pertinent information as detailed in the RFP. Oral presentations are planned and possible site visits may be required as part of the proposal. A single firm will be selected for award based on a best value evaluation of proposals received in response to the RFP. Prequalification submittals must address the following criteria: A) Demonstrated capability to develop an architectural image that is contextually appropriate with the site?s natural environment and the owner?s identity to showcase energy efficiency and renewable energy technology. Provide examples from previous clients demonstrating capability. B) Demonstrated expertise to design to energy goals. Provide examples from previous clients demonstrating integrated energy strategies. C) Demonstrated expertise to integrate environment, safety and health into the design and construction of office space. Provide a minimum of 5 references from previous clients demonstrating the integration of safe design, construction and operation. D) A methodology to provide regional knowledge and expertise in such areas as local codes, water laws, and local climate. E) Demonstrated expertise to design and construct office buildings to meet the needs of the workforce of today and tomorrow. Provide examples from previous clients demonstrating compliance to workforce needs. F) Demonstrated expertise using an integrated approach for successful completion of design-build projects or projects with a similar acquisition approach. Provide a minimum of 5 references from previous clients demonstrating successful completion of design-build or similar endeavors. G) Demonstrated ability to collaborate with, and incorporate ideas from diverse expert sources. Provide examples from previous projects demonstrating collaboration and incorporation of ideas from diverse expert sources. Responses shall not exceed 25 pages (including attachments). All examples shall be recent completed projects of similar size, scope and complexity. Actual team member?s experiences on these projects shall be highlighted.
