- SUBJECT: ELECTRONIC SUBSCRIPTION TO ELSEVIER INC Description: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to Elsevier Inc, New York, NY for the Elsevier Science Direct On-Line and Freedom Plan ??? Unlimited Full-Text Access to all Elsevier, Academic Press and Harcourt Health Science Titles. The purchase will be for base year and two (2), one year priced options. The following services/materials will be made available to NETL at its Albany, OR; Morgantown, WV; Tulsa, OK and Pittsburgh, PA locations. Purchase Subscription of Elsevier ScienceDirect On-Line and Freedom Plan ??? Unlimited Full-Text to all Elsevier, Academic Press and Harcourt Health Science Titles, ScienceDirect ??? Electronic (web) access to Elsevier Publications and Databases with full functionality of ScienceDirect, including all abstracts, full text searching, linking, personalization, and the ability to add Backfiles and Reference Works as well as a Pay Per View option, and four years of rolling Backfiles that continues to build throughout the license. Archiving rights are also included. NETL shall choose on a title-by-title basis the journals it wants to receive in electronic form. Service shall include the additional option for enhancing access to content through Subject Collections, Consortia Collections and the Freedom Collection and access to all of the available ScienceDirect content to which NETL does not subscribe. This purchase is being issued to Elsevier Inc. because there is no alternative since they are the only source who provides access through the ScienceDirect web-based internet platform to electronically searchable and retrievable content, including scientific and other scholarly journals and related information products and services, published by Elsevier and its affiliates, and other publishers under license. This request is considered to be sole source to Elsevier Inc. All responsible sources may submit a bid proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc, in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result from this announcement. The North American Classification Code (NAIC) is 518112. This award shall be made using FAR Part 13, Simplified Acquisition Procedures. All interested firms must respond to DE-RQ26-07NT00450 by 05:00 P.M. EST, May 18, 2007.
