Description
SUBJECT: ELECTRONIC SUBSCRIPTION TO THE WEB OF SCIENCE FROM THOMPSON ISI INC. Description: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to Thompson ISI Inc, Philadelphia, PA. The purchase will be for base year and two (2), one year priced options. The following services/materials will be made available to NETL at its Albany, OR; Morgantown, WV; Tulsa, OK locations. NETL will receive unlimited simultaneous users with there renewal as a lease, and free access to EndNote Web when it is released. Back-year and Backfiles. An option to acquire Backfiles to 1945 and opportunity to acquire Century of Science 1900-1944 Backfile will be available. Service provides the ability to upgrade current lease agreement to a license agreement with unlimited simultaneous users. This purchase is being issued to Thompson ISI Inc because there is no alternative since they are the only source who provides access through the Web of Science web-based internet platform to electronically searchable and retrievable content, including scientific and other scholarly journals and related information products and services, published by ISI and its affiliates, and other publishers under license. This request is considered to be sole source to Thompson ISI Inc. All responsible sources may submit a bid proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc, in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result from this announcement. The North American Classification Code (NAIC) is 518112. This award shall be made using FAR Part 13, Simplified Acquisition Procedures. All interested firms must respond to DE-RQ26-07NT00451 by 05:00 P.M. EST, May 18, 2007.
