Description
THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, DO NOT SUBMIT A REQUEST FOR SOLICITATION. The National Oceanic and Atmospheric Administration is conducting a market survey to determine the existence of sources who can provide a 3D Terrestrial Laser Scanner System to be utilized by the National Ocean Service (NOS), Geodetic Survey (NGS), located in Norfolk, VA. A research-to-operations initiative has been undertaken at NGS so that Laser Imaging Detection and Ranging (LIDAR) data can be used to increase efficiencies in the Aeronautical Survey Program (ASP) and Coastal Mapping Program (CMP); both of which are administered by NGS. The scanner system will facilitate the development of new remote sensing technologies to improve coastal mapping production and the QA/QC of FAA aeronautical data. The requirements for the 3D Ground Laser Scanner/Imaging System are as follows: System Requirements: The 3D Ground based Laser Scanner / Imaging System shall incorporate a high speed high resolution laser scanner with an external calibrated color digital camera for laser based imaging and 3D measurements supporting surveying and engineering applications. The system must be portable and operate out doors in all weather conditions. The system shall support both static data collection from a standard surveying tripod along with dynamic data collection from a vehicle of opportunity such as a truck. The system shall communicate and integrate with an existing Applanix POS (position and orientation system) Land Vehicle (LV) navigation system. Please note that the National Geodetic Survey does not specify that an Applanix POS (position and orientation system) Land Vehicle (LV) navigation system be delivered as part of this procurement. The system shall have an established processing workflow to deliver georeferenced laser point clouds in a variety of mapping coordinate systems such as Geographic latitude/longitude or Universal Transverse Mercator (UTM). System to Include: Laser Scanner; Color digital camera; two (2) licensed versions of processing software; training for 2 personnel; Warranty and maintenance plan; and other system components as specified below. Performance Specifications: Eye safe in all operation; minimum scanner field of view of 80 degrees vertically x 360 degrees horizontally; measurement range capability of at least 1000 meters to natural features; minimum accuracy of 10 mm (1 sigma) from 50 meter range; capable of static data collection using a standard surveying tripod with 5/8 x 11 thread; inclination sensors with a minimum accuracy of +/- 0.05 degrees (1 sigma); capable of dynamic data collection and interfacing with an Applanix POS (position and orientation system) Land Vehicle (LV) navigation system; and GPS synchronized time stamping of scan data. Camera Specifications: Calibrated color digital SLR camera; external mounting and supporting hardware; minimum 16 mega pixel camera; full frame CMOS sensor; capable of use with interchangeable lenses; USB interface; and interface cable. Peripheral equipment, to include (at a minimum): Batteries and associated cables for power supply; battery charger; cables to support equipment configuration and or data output / download; any required adaptor(s) for tripod mounting; hard shipping case for scanner, camera and peripheral equipment; operating and reference manuals; and operating software. Environmental Specifications: Operating temperature range 0 C to +40 C and storage temperature range -10 C to +50 C. Software Specifications (including any required Security Code / dongles): PC Windows XP Operating System compatible; support review of data for completeness and Quality Control; visualization and analysis; supports registration and alignment of point clouds collected from multiple laser instrument setups; capability for determining position and distance measurements; supports rotating the point cloud in order to view from different perspectives; supports generating a georeferenced point cloud in a variety of map coordinate systems; supports generation of 3D orthophotos; export data as specified in Data Output below; data archiving; and include manuals and software CDs. Data Output Specifications: ASCII X, Y, Z Point Cloud in delimited text file; LAS format. Training Requirements: Installation and Configuration; Operation; and Software utilization. This market survey is for informational and planning purposes and does not constitute a request for proposal and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this notification or otherwise pay for information or inquiry. The Government may limit follow-on procurement actions to Contractors that provide responsive submissions to this notice. Interested Contractors shall submit a comprehensive written ?Capabilities Statement? that provides, at the minimum, evidence of specific examples of the Contractor?s successful Past Performance with similar or same 3d Ground Laser Scanner/Imaging Systems. Interested Contractors are also requested to provide a site demonstration to demonstrate their proposed equipments capability to fully support the required specifications. To be considered in this market survey a written ?Capabilities Statement? shall be submitted to NGS, Survey Section A/N/NGS411, 508 Front Street, Norfolk, VA 23510, Attn: Stu Kuper. Or email <Stu.Kuper@noaa.gov> by 2:00 p. m. EST by May 15, 2007. Interested Contractors are requested to include in their package a contact person with phone number and email address to be contacted by the Government for an appointment for the required site demonstration. No telephone responses are acceptable. If determined to be in the interest of the Government, interested and qualified sources responding to this sources sought notice may be requested to provide follow-up information. Contractors will be notified on whether their written ?Capabilities Statement?, as reviewed by NGS is responsive to this notice. This notice is not a RFP, IFB, or RFQ.
