- This is a PRE-SOLICITATION NOTICE: The USDA, Animal and Plant Health Inspection Service (APHIS), intends to acquire construction services for our facility at the Veterinary Services New York Animal Import Center (NYAIC), Rock Tavern, New York. This is a RE-PROCUREMENT of the above reflected project. The general contractor shall furnish all plant, labor, equipment, and materials necessary to modernize the New York Animal Import Center and other general construction in accordance with the statement of work, solicitation, specifications and drawings. This effort involves the renovation of 19 buildings and other general construction at the facility. This requirement is part of an extensive modernization program at the NYAIC location. All work shall be done in accordance with the latest building codes and will comply with local, Federal and State codes, is subject to Davis Bacon wage rates and requires a bid bond (20%). The offeror receiving the contract award will be required to obtain all necessary permits and licenses, must submit performance and payment bonds (bonding capacity of at least $5 million dollars is required) and proof of insurance. This contract will be awarded as a Firm Fixed Price contract with add alternate items and unit priced add/deduct items. The selection criteria will be best value not low bid. This is a full and open procurement competition after exclusion of sources as an 8(a) COMPETITIVE SET ASIDE for offerors in the New York/New Jersey geographical region. The following information will be furnished to potential offerors: (1) drawings of the proposed construction and (2) specifications. It is anticipated that a single award will be made. A pre-bid meeting will be held at the facility and the specifics of the meeting will be posted with the solicitation. All effort shall be completed within approximately eight months (241 calendar days) after award and the issuance of the notice to proceed. The RE-PROCUREMENT dollar value for this effort is estimated in the $5 million dollar range. The solicitation, AG-32KW-S-07-0016, is to be affixed to all documents submitted in reference to this requirement. It is anticipated that the solicitation, AG-32KW-S-07-0016, is to be released on or about May 17, 2007 and proposals will be due thirty (30) days after the release of the solicitation. The solicitation and any attachments and/or amendments will be made available electronically at the following website address (www.fedbizopps.gov). The specifics for availability of the specifications and drawings will be reflected in the posted solicitation (request for proposals) which is anticipated to be released on or about May 17, 2007. The offeror must submit a street mailing address with a point of contact and phone/fax numbers and an email address (if available). All responsible sources that meet the criteria as an 8(a) firm may submit an offer which will be considered. Proposals will be due no later than 4:30 p.m. local time on June 18, 2007.
