- 1. Position Title: HIV/AIDS Clinical Care Specialist. 2. Market Value: GS-14 Equivalent ($79,115- 102,848). Final compensation will be based upon the candidate past salary history and work experience. 3. Place of Performance: USAID/Uganda, Kampala. 4. Period of Performance: An initial one year contract with an option to USAID to extend for an additional year depending on continuance of need, demonstrated performance and availability of funds. 5. The technical scope and management responsibilities of the program are complex, requiring the services of a highly qualified physician-manager with strong technical skills in HIV/AIDS treatment and quality assurance. The ability to work collaboratively within teams is essential for success in this position as is the ability to work proactively and independently, as well as within a team. Education: Registered clinical care health professional such as MD, RN, etc required; a master?s degree equivalent preferably in public health, public administration, social sciences or a related development field is preferred. 6. Five to seven years of experience working internationally in the design and implementation of HIV/AIDS programs with demonstrated technical expertise and skills in quality assurance systems/programs required. Demonstrated experience and knowledge about the care and treatment of HIV/AIDS patients including the provision of antiretroviral therapy, and at least three years working with developing country systems for service delivery required. Demonstrated experience in working closely with indigenous partners to improve technical approaches for quality clinical care required. Experience working with senior level host government personnel and/or non-government organizations desired. Knowledge and experience in monitoring the results of ART program activities desired. Experience in coordinating programs with bilateral and multilateral donors such as the UN agencies as well as public sector and NGOs entities a plus. 7. Skills and Abilities: Excellent and demonstrated skills for superb and effective team work. Strong interpersonal skills and proven ability to work with a wide range of partners in a complex cultural and bureaucratic environment. Strong computer and writing skills, able to produce concise reports and brief reports in English utilizing word processing, spreadsheets and graphic programs. Introduction: USAID/Uganda seeks a Clinical Care Specialist for its HIV/AIDS programs who specializes in management of national and district level HIV/AIDS clinical care and AIDS treatment programs. The specialist will be a member of the multi-disciplinary USAID Health, HIV/AIDS, and Education Team providing technical support to USAID and its implementing partners to enhance the quality of USAID-supported and President?s Emergency Plan for AIDS Relief (PEPFAR) HIV/AIDS clinical care and treatment programs. The Specialist will provide leadership and technical guidance to all of USAID?s AIDS care and treatment programs across the portfolio with a major focus in ensuring quality and sustainability of the ART program. The Specialist will also provide project management for selected care and treatment programs. The Specialist will play a lead role representing USAID on the U.S. Government (USG) PEPFAR Treatment Working Group, a multi agency group leading USG Uganda?s approach to AIDS treatment and lab services, and will work in close partnership with other USG agencies including the Centers for Disease Control (CDC), the National Institutes for Health (NIH), Peace Corps, the Department of Defense (DoD) and the US Embassy. The position will work closely with senior Ministry of Health officials and other development partners (such as WHO), and relevant national committees to ensure a cohesive national approach to scaling up and sustaining AIDS treatment. The Specialist will represent USAID on the national ART committees, technical working groups and other coordination structures as pertain to success of USAID?s care and treatment program. Within USAID the position will also liaise closely with the Health and Education Sub Teams to ensure full complementarity of interventions. While the position requires a positive and proactive attitude to teamwork, the Clinical Care Specialist is expected to complete assigned duties with little direct supervision. The Clinical Care Specialist shall: 1. Provide technical leadership and support to all USAID supported programs with elements of HIV clinical care and treatment to ensure quality programming. Actively engage partners and seek out linkages to improve the quality, sustainability and consistency of USAID programs. Provide, identify, and procure technical assistance as required, promoting collaboration between public and private sector agencies, and monitoring the achievement of results. 2. Provide direct management to selected USAID funded care and treatment programs. Ensure that USAID and USG planning and budgeting, monitoring and reporting requirements are met. Project management includes approval of work-plans and performance monitoring plans, quarterly and annual reviews of reports and other activities, regular site visits, consistent contact with partners, oversight of budget, etc. 3. Represent USAID with the Government of Uganda on national committees and collaborate closely with key development partners (such as WHO) to promote coordination and adoption of sound technical approaches for the effective delivery and sustainability of HIV/AIDS treatment, clinical and palliative care services. 4. Collaborate with all U.S. Government agencies supporting the implementation of the President?s Emergency Plan for AIDS Relief and facilitate coordination for HIV/AIDS treatment, clinical and palliative care programs within the USAID team. Co-lead and support planning, monitoring and reporting of selected technical components particularly treatment, of Country Operational Plans and reports. Represent USAID on key PEPFAR working groups, including Treatment, working together with USG partners to develop cohesive, collaborative, and effective Country Operational Plans and reports. 5. Provide oversight of and technical input to the design of surveys, evaluations, and program assessments as needed. 6. Proactively participate on USAID?s multidisciplinary team, actively seeking to improve results through linkages and integration both within the Investing in People portfolio and within the wider USAID and USG mission. Actively provide input into design, planning and management and evaluation of programs. 7. Provide technical input and support to the development of briefing materials, high level delegations, and other reports and inquiries.
