Description
Project HERO Pre-Solicitation Notice (VA-101-07-RP-0135) Contracting Office Address Department of Veterans Affairs; VA Central Office; Acquisition Operations Service (049A3); 810 Vermont Avenue, NW; Washington DC 20420 Description The Department of Veterans Affairs is soliciting proposals for the Project HERO (Healthcare Effectiveness through Resource Optimization) demonstration program. Project HERO was developed by VA in response to a Congressional Appropriations Conference Report that was associated with Public Law 109-114. The contract(s) resulting from this solicitation shall have a base period and four option periods, each 12 months in length.  The total duration of the contract(s) including option periods may not exceed five (5) years. The Government envisions the award of one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. Project HERO is a demonstration program that is being piloted in Veterans Integrated Service Networks (VISNs) 8, 16, 20 and 23 to improve the ability of VA's patient-focused health care system to care for the Department's enrolled veterans. The contract(s) resulting from this solicitation shall be a commercial services (FAR Part 12) performance-based contract with a fixed price (per procedure) and will assist the VHA in managing the purchase of specialty care within the VA Fee Basis Program. VHA will continue to manage the care of individual patients. VHA requires Offerors that can deliver an existing competitively priced network of physicians, institutions, and ancillary providers that meet VHA needs while maintaining recognized VHA quality and access to care standards. The VA anticipates the release of the solicitation on or about January 8, 2007.  The solicitation and amendments will be posted in FedBizOpps, as well as the Project HERO website at http://www.va.gov/hac/hero.  Offerors are responsible for obtaining the solicitation and any amendments.
