Description
The United States Government announces its intent in procuring the services of a developer for the development of a records storage facility to be leased by the National Archives and Records Administration (NARA) for its own use. The development must be of sufficient size to accommodate the following requirements: * This solicitation is for a new single-story, contiguous, turn-key textual records storage facility. The New Records Center Facility (the Facility) is to serve the National Archives and Records Administrations (NARAs) future document retention needs for the temporary records of the National Personnel Records Center (NPRC Annex). The facility shall measure approximately 398,762 square feet and have a maximum records storage capacity of 2.01 million cubic feet. * The facility shall consist of eight (8) records storage bays, of approximately 46,000 square feet each, totaling 368,000 square feet, and each with a capacity of 245,000 to 250,000 cubic feet. In addition the facility will have two microfilm storage areas of 2,100 square feet each, totaling 4,200 square feet, with a shelved capacity of 6,838 cubic feet each. The facility shall have a Class A office area of approximately 26,306 occupiable square feet (less docks, support spaces, including approximately 4,000 square feet of circulation space) located at the front/main entrance of the facility and in the rear dock area. * The facility must have expansion capacity of eight (8) additional storage bays of approximately 46,000 square feet each (subject to current prospectus levels), during the first 5 years of the lease term, available on 180 days notice. All expansion space must be contiguous with the initial facility. Expansion space must total at least 368,000 square feet. * The building is scheduled to be delivered by the October, 1, 2008, for initial phased occupancy and total occupancy by October 1, 2009. * The Facility will be constructed so that a phased occupancy is achievable within a twelve-month period. The ability to move into one bay every two months must be provided for beginning October 1, 2008. Accordingly, the Developer must plan and schedule work to accommodate NARAs required phased occupancy. At initial occupancy, NARA will take possession of the office areas, loading docks, and two (2) records storage bays. Once partial occupancy takes place, the developer must schedule work in order to allow NARA to utilize the occupied areas. The developer must provide all management, supervision, labor, materials, shelving, supplies, and equipment (except as otherwise provided), and must plan, schedule, coordinate and assure effective performance of all construction to meet NARA requirements. The Developer will perform the construction in accordance with the design specifications, drawings, and the provisions of the lease agreement (contract). * Offer shall 1) be for space located in a quality building of sound and substantial construction as described in the SFO, 2) have a potential for efficient layout, 3) be within the square footage range to be considered, and 4) be in compliance with all of the Governments minimum requirements set forth herein. This can be a new building, a renovation to an existing building, or appropriate underground storage, which has proven to be very cost effective for other NARA records centers * The building and site must meet all applicable local, county, and state building and fire safety codes * Lease term up to twenty (20) years, operating, full service and below prospectus level. * The proposed site must lie within 50 miles of the current Civilian Personnel Records Center, located at 111 Winnebago Street, St. Louis, MO, 63132. * The Solicitation for Offers (NAMA-07-SEM-0001) will be offered on or about May 18, 2007, and will be due on or about July, 18, 2007. The SFO will be available as a electronic files at this website. * An onsite tour will be held on June 19th, 2007 at 9:00 a.m., at the Civilian Personnel Records Center located at 111 Winnebago Street, St. Louis, MO, 63132. The goal of this meeting is to allow potential developers a greater understanding of the business and space demands necessary to NARA, as well as provide an interface between prospective developers and the client.
