Description
LEGAL DOCUMENT COLLECTION AND REPORTING AND ENVIRONMENTAL SUPPORT SERVICES procured in accordance with the Service Contract Act, are required to support the U.S. Army Corps of Engineers (USACE) Formerly Used Defense Sites (FUDS) Program assigned to t he USACE Louisville District. One Performance-Based Service Contract (PBSC) will be negotiated and awarded with a total contract period not to exceed three years. The estimated cost range is anticipated to be between $1,000,000 and $2,000,000. Award of the contract is anticipated in Third Quarter Fiscal Year 2007. Funds are not presently available for the contract. THIS IS A 100% SMALL BUSINESS SET-ASIDE PROCUREMENT. The NAICS Code is 562910. The size standard is 500 employees or less. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employees office location (not the location o f the work). To be eligible for contract award, a firm must be registered in the DOD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov or by contacting the DOD Electronic Commerce Information Center at 1-800- 334-3414. Lack of accurate registration in the CCR database will make an offeror ineligible for award. STATEMENT OF WORK C.1 GENERAL: The purpose of this contract is to collect legal and other pertinent property documentation to assess potential impacts to 32 FUDS properties. The performance-based services generally consist of: collection of relevant legal and property documentation for 32 properties, including but not limited to: archive search records; geographic agency records; identification of appl ied property transfer laws and regulations; title transfer documentation; merger and acquisition documentation; compilation of the collected information into 32 separate Property Records Summary Reports; preparation of 9 Financial Viability Report (FVR) fo r properties affected by former Government-Owned Contractor-Operated (GOCO) operations; preparation of a comprehensive compendium of applicable Federal, State, and property transfer laws, regulations, and case law; and preparation of 32 Land Use History Re ports. The contractor shall furnish all materials, equipment, supplies, personnel, and all other services required to perform the services outlined in the statement of work, unless otherwise specified. The services required by this contract will be provi ded within the boundaries of the U.S. Army Corps of Engineers, Louisville District. This includes the states of Illinois, Indiana, Kentucky, Ohio, and Michigan. Contractors may be required to perform tasks on-site or at their own facilities. C.10: FACTO RS TO BE EVALUATED: The project will be Low Price Technically Acceptable (LPTA) procurement. Proposals will be evaluated based on the following technical factors: Past Experience, and Past Performance, and Management Plan. All factors shall be subject to evaluation by a team of Government personnel. The approximate issue date is 16 May 2007 and the approximate due date is 15 June 2007 by 3:00 p.m. Louisville Local Time. This announcement serves as the advance notice for this project.
