Description
The purpose of this effort is to provide analytical engineering studies to support the UH-1N/TH-1H for Durability and Damage Tolerance Analysis and Structural Integrity Plan in support of the Aircraft Structural Integrity Program (ASIP) as part of the overall Aging Aircraft Sustainment effort. This effort addresses those concerns through investigation of life predictions and failure analyses that are a direct concern of long-term aircraft use, consideration of corrosion effects that are seen on aircraft after a substantial time in service, consideration of the effects of new structure that has been added to the aircraft due to modifications and upgrades, and investigation of aircraft usage over its service life and the comparison of that usage to original design intent. This program will compliment the existing generic ASIP program of the UH-1N program office, and will focus on identifying and solving UN-1N specific structural integrity issues listed in the Performance Work Specification associated with the 30+ year age of the aircraft. Justification: 10 U.S.C. 2304 (c) (3) as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Development, or research Capability; or Expert Services. Full and Open Competition need not be provided for when it is necessary to award the contract to a particular source in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or nonprofit institution or a federally funded research and development center. This requirement is being synopsized for subcontracting possibilities only. Interested sources should contact MERC for subcontracting possibilities. The offer should contact the buyer/PCO identified above for additional information and or to communicate concerns, if any concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the Program Director or the contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsmen will maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
