- The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis with Ibis Biosciences, Inc. (A Subsidiary of Isis Pharmaceuticals, Inc), 1896 Rutherford Road, Carlsbad, CA 92008 under the authority of FAR 6.302-1 and 13.106-1b for the procurement of one (1) Ibis mtDNA Analysis Materials Startup Kit, one (1) Ibis Automated PCR Setup Robotic Workstation, and one (1) mtDNA AirClean Enclosure for JANUS Robotic Workstation. In 2006, the FBI purchased two (2) Ibis T-5000 BioSensor Systems from Ibis Biosciences for the purpose of increasing the throughput and information power of mtDNA analysis of evidence. The Ibis mtDNA Analysis Materials Startup Kit contains instrumentation and materials crucial for validating the T-5000 BioSensor and further maximizing the usage of the T-5000 BioSensor systems. Ibis has developed a customized Automated PCR Robotic Setup Workstation with an AirClean Enclosure. Together, the robotic workstation with enclosure will further increase the high throughput nature of the assay while reducing and preventing contamination. Based on extensive market research conducted by knowledgeable individuals in the Government and the related industry, only Ibis Biosciences can provide the requested equipment. This Notice of Intent is not a request for competitive quotations, however interested and responsible sources may identify their interest and capability to respond to this requirement by submitting a quotation to this office by 1:00 PM, EST, Monday, May 7, 2007, via facsimile to the attention of Mr. Bryan V. Lane, Contracting Officer at (703) 632-8074 or by e-mail at Bryan.Lane@ic.fbi.gov. All offers shall clearly be marked FBI-LDQ000545. Due to security concerns, hand-carried offers will not be accepted. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. This purchase order will be awarded as a commercial item in accordance with FAR Parts 12 and 13. In order to be considered for award, an offeror must be registered in the Central Contractor Registration database.
