Description
The Centers for Medicare & Medicaid Services (CMS) intends to award, under Simplified Acquisitions Procedures (threshold of $100,000) a sole source a time and materials government purchase order to Comanche Nation College (CNC) for development of a program to train and certify billing coders to process Medicare & Medicaid claims. CMS partners with Tribal College/University (TCUs) to accomplish its mission to assure the health care security of its programs beneficiaries. This partnership with the TCUs complies with President Bush?s Executive Order 13270 of July 2002, which directs all Federal Agencies to integrate TCUs in their work. As part of the effort to involve tribal educational institutions in CMS work, the purchase order with the CNC will help address both the CMS strategic plan goal to improve program beneficiaries? access to quality care and the Department?s initiative to reduce health disparities. This will be accomplished through the development and expansion by the TCU of a program to train students on how to code and bill Medicare, Medicaid and other third party insurance companies for medical services provided in tribal and Indian Health Services (IHS) facilities which are typically located in tribal communities. Because tribal colleges are situated in tribal communities they are ideally situated to provide training to develop billing coders for these facilities and systems. This effort began four years ago. We are now seeking to continue this training in tribal communities because there remains a shortage of trained billing staff in these locations and few incentives to attract already trained individuals to the rural, frontier or the remote areas where tribal communities are often located. CMS has received confirmation of the need for trained billers from the tribal community and from its Tribal Technical Advisory Group (TTAG). The TTAG, which is comprised of elected tribal leaders from across the country, fully supports the CMS efforts to provide training for medical billing coders. The American Indian Higher Education Consortium (AIHEC), which represents all TCUs, has also verified the need for additional trained billers based on their contacts, and experience with providers in the tribal community and recommended that CMS address this need. CNC is located in Oklahoma, where the largest number of tribes in the continental United States is located, it has access to a large potential student pool necessary for this effort. CNC also has strong ties and relations with other tribal colleges located in the area and can make arrangements to train students at other locations other than on the main campus of the college while at the same time remaining firmly within the tribal community. CNC has proven access to staff that is trained in the provision of billing coding with an emphasis on CMS issues. All interested parties must demonstrate a present existing relationship with the TCUs and exhibit the critical quality of the ability to marshal a sufficient student population to establish a meaningful billing coding training program.
