- Non personal services to include all equipment, plant, labor, management materials equipment and other resources required to provide historical architectural services in accordance with and partial fulfillment of Fort Bliss responsibilities under the National Historic Preservation Act of 1966 (as amended) (PL 89-665), the National Environmental Policy Act of 1969 (PL 91-190), implementing Codified Federal Regulations and Army Regulations. Examples of the work to be performed is to perform background research of courthouse records, historical and archival literature, professional journals; architectural survey and assessment of historic military building and engineering structures to the standards of the Historic American Building Survey/Historic Amer ican Engineering Record; condition assessment of historic structures and landscapes, architectural design for adaptive use or compatible structures, conservation treatment, and restoration plans when ordered by the Fort Bliss Directorate of Environment. T entative release date of solicitation is 11 May 2007. This acquistion 100% set aside for small business concerns. The performance period is one (1) base year plus four (4) one year options. NAICS is 712120 and the size standard is 5 million.
