***************** Send ALL correspondance to Elizabeth Mudler/DFS via email at elizabeth.e.mudler@nasa.gov or via fax to 256-544-4401***************************************************** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for A Spray-On Foam Insulation Dispensing System. This procurement is a total small business set-aside. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to Marshall Space Flight Center/NASA Central Receiving, BLDG 4631, Saturn Rd.,MSFC, AL 35812 is required within six (6) weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. The detailed description is below, see attachment for specifications and quantity: Spray on foam insulation (SOFI) is composed of two separate liquid components typically supplied in 55 gallon steel drums. Component A is an isocyanate material while component B is a blend of additives in a polyol base. Separately these materials are fairly stable liquids, however when mixed in the proper ratio an exothermic chemical reaction occurs creating a rigid cellular foam. This foam is typically utilized for insulation purposes due to its low thermal conductivity properties. The purpose of the dispensing system is to transport the individual liquid chemical components from individual shipping containers, typically 55 gallon drums, thru a pumping system which amplifies the pressure and delivers a predetermined flow of individual component A and B materials, to the spray gun where the A and B components mix together and exit the gun in a spray. The operator of the system determines the desired settings for the individual component temperatures, pressures, and the ratio of the components to provide a satisfactory foam product. These properties are achieved by manipulation of controllers which are usually part of the dispensing system and proper selection of orifices contained in the spray gun. Offers for the items(s) described above are due by April 30, 2007 at 12:00 noon cst to Elizabeth Mudler/DFS and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. These products must be a domestic end products. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Elizabeth Mudler not later than 04/29/2007 noon cst. Telephone questions will not be accepted. Selection and award will be made to the vendor who submits the lowest price technically acceptable quote. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
