Description
This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, the U.S. Environmental Protection Agency (EPA) Climate Change Division (CCD) is conducting market research to determine potential sources for services involving national agricultural greenhouse gas inventory reporting of soil organic carbon and soil nitrous oxide emissions, using FAR Part 15 ? Contracting by Negotiation Procedures. The EPA Climate Change Division develops the national inventory for greenhouse gas emissions and sinks for reporting to the United Nations Framework Convention on Climate Change. In the Agriculture, Forestry and Other Land Uses Sector (AFOLU), soil Nitrous Oxide is a key source and both soil Carbon and Nitrous Oxide sources are of interest to US policy makers for purposes of carbon management and greenhouse gas mitigation. Consequently, advanced Tier 3 approaches have been developed for these sources by customizing inventory methods using computer simulation models (IPCC 2006, see EPA 2006). These Tier 3 methods shall be used in conjunction with Tier 1 methods to provide the complete estimate for soil Carbon and Nitrous Oxide on an annual basis. Under the proposed contract, the Contractor shall: 1) Prepare annual agricultural soil Carbon stock change and soil Nitrous Oxide emission estimates for the Inventory of US Greenhouse Gas Emissions and Sinks; 2) Implement planned improvements to the soil Carbon and Nitrous Oxide inventory estimates; and 3) Provide quick turnaround assignments on issues related to Agriculture, Forestry and Other Land Uses Sector (AFOLU). Specific annual deliverables shall include text, tables and summary spreadsheets documenting the data, methods and results from the soil Carbon and Nitrous Oxide analyses; agricultural soil Carbon and Nitrous Oxide methodology annexes for inclusion in the US GHG Inventory; maps and appendices depicting variation in state-level carbon stock changes and Nitrous Oxide emissions; data inputs for the Common Reporting Format (CRF) Tables; a Quality Control/Assurance Report for each inventory assessment; and responses to reviewer comments from the expert and public review comment periods. Detailed information on the requirement is provided via a draft copy of the Statement of Work (SOW), which will be posted on the EPA OAM website by April 20, 2007 at http://www.epa.gov/oam/hpod/#sources. The North American Industry Classification System (NAICS) code for this procurement is 541620. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief capability statement demonstrating how they plan to meet the above requirement. Submissions shall be limited to no more than two pages. Standard brochures will not be considered a sufficient response to this notice. Submitted capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience in providing inventory estimates and the required documentation for soil organic Carbon stock changes in croplands and grasslands, and soil Nitrous Oxide emissions from all managed lands disaggregated to the state level; and (5) Business size and classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc.) Businesses should submit an electronic copy of the requested information to Contract Specialist Nicole Humphrey at humphrey.nicole@epa.gov no later than May 3, 2006, 4:00 p.m. EST. Based upon information currently available, the Government does not anticipate fulfilling this requirement through a small business set-aside. The method of competition will be determined after all responses to this notice have been evaluated. No feedback will be provided regarding individual capabilities statements.
