Description
The Government has a requirement for a strategic partner for Operational Test and Evaluation Support for the Marine Corps Operational Test and Evaluation Activity (MCOTEA), Quantico, VA. This Sources Sought Notice is issued to notify vendors that are capable of providing the support identified in the attached Draft Statement of Work (SOW) and give the vendors an opportunity to ask questions and provide comments concerning the Draft SOW. One of the assumptions made by the Government Team is due to the complexity of the multiple commodities tested by MCOTEA and the broad spectrum of required technical specialties, this effort cannot be completed by a single vendor. Therefore, a teaming approach is encouraged. This is also an opportunity to provide potential offerors an opportunity to request a Government Advisory Opinion regarding Organizational Conflicts of Interest (OCI). The vendors are encouraged to review Title 10, US Code Section 2399, and the Federal Acquisition Regulation Subpart 9.5 prior to responding concerning an OCI. The vendor must describe the specific work performed and the duration thereof as either prime or subcontractor. The vendor must state whether or not it considers its involvement an organizational conflict of interest prohibited by the referenced statute and regulation or an appearance of such a conflict that could adversely impact the test and evaluation mission. The Government anticipates making an award based on a teaming approach on a Full and Open Competition Basis with a percentage set-aside for a Small Business. The anticipated performance period is a one- year base period with four one-year options. The Contract Type is anticipated to be an Indefinite Delivery Indifinite Quantitiy (IDIQ) contract with both Cost Reimbursable and Firm Fixed Priced task orders issued referred to as Task Action Plans (TAPs). The contractor is encouraged to provide alternatives to allow for the Government to be co-located with the Contractor Staff support. The Government intends to issue a Draft Request for Proposal (DRFP) on or about June 7, 2007 with a Pre-solicitation Conference scheduled to be conducted at Quantico Marine Base, VA on or about June 18, 2007. In preparation for the conference, questions and comments on the DRFP will be encouraged. This is not an RFP and vendors should not submit formal proposals until the RFP is posted. The anticipated NAICS Codes are 541380, 541439, 541611, 541690, 541910, 561410, and 611430. Also please indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. Interested vendors may submit Concept Papers not exceeding 5 pages challenging or supporting the assumption stated above. Please include details explaining your concept, its advantages, and overall efficiency and efficacy. OCI concerns, and Questions or comments concerning the draft SOW and the Sources Sought Notice shall be submitted in writing, NLT 1600 EST on 21 May 2007, to the Contracting Officer at 3035 Barnett Ave, Quantico, Virginia 22134-5014 or e-mailed to lashunya.johnson-vin@usmc.mil. Verbal questions and comments will not be entertained regarding this announcement.
