- Request for Information (RFI) Space Threat Assessment Testbed (STAT) AMENDMENT 04 This is an amendment to a request for information and not a solicitation. The purpose of this amendment is to provide the attached draft agenda for the 15-16 May STAT Industry Days at Arnold AFB, TN. The main focus of this meeting will be the CTEIP Program Management Plan and the STAT facility concept of operations. A tour of the space environment facilities will also be provided. Please contact Ms Burnice Banaszak, (931) 454-4424, Burnice.banaszak@arnold.af.mil, if you plan to attend. The draft STAT Program Management Plan will be posted to FedBizOpps in a subsequent amendment to this RFI not later than 30 April for review prior to this meeting. In order to maintain continuity and ensure no prospective bidders miss the discussions, we have reserved the morning of the 15th and all day the 17th of May for Ms. Kathy Swanson, Contracting Officer, to be available to discuss contract strategies one-on-one with prospective bidders. If you would like to share your experiences with various contract types with Ms. Swanson, you may sign up for a 30-minute slot with Ms. Banaszak when you register to attend STAT Industry Days. On the 17-18 May, AEDC will be hosting a Space Environments Course geared toward space effects and satellite design. We are currently investigating options for Industry partners to fund their personnel to attend this training as well. If you are interested in this training, please let Ms. Banaszak know. As soon as we get more information on Industry attendance, we will post an amendment to the RFI. Since the main focus of the Industry Days meeting will be the CTEIP Program Management Plan and the STAT facility concept of operations, we anticipate this meeting to be held at the UNCLASSIFIED level, though some discussion may venture into collateral SECRET. We are planning an in-depth review at the TS/SCI level to be held in Chantilly in June 2007. The STAT will be a testbed facility that will be used to test space system survivability against natural, environmental, and man-made effects. STAT will provide connectivity to a satellite control center (SOC) for systems under test in order to train space operators to recognize threats and aid in the development of tactics, techniques and procedures (TTPs) to mitigate the effects of those threats. STAT is envisioned to include space chambers with realistic natural space environmental conditions, as well as integrated representative threat sources. STAT Spiral 1 will develop the technology to integrate and control the various environmental sources and build a capability to test sub-system size components and microsats.
