Description
This is a request for information (sources sought) and not a solicitation. The United States Coast Guard has a proposed project involving extensive rehabilitation of a central heating, ventilation, and air conditioning system (HVAC) system in a multi building complex at Fort Wadsworth, Staten Island, NY that includes repair to sprayed applied cementitious fireproofing material in the building attics. A considerable amount of HVAC work is located in the attics. The buildings are predominantly used for barracks but include a mix of secure and non-secure operational areas, offices, conference rooms and a galley. The operational areas are occupied 24/7/365. The HVAC renovations will include modifications to the dual temperature piping and hydronic system, upgrade of the heating and ventilating (HV) units to HVAC units, replacement of room fan coil units, upgrade of common exhaust systems to energy recovery units, new supplemental packaged glycol cooled HVAC equipment, ductwork and thermal insulation repairs, upgrade of the standalone control system to a new networked Energy Management and Control System (EMCS). The 3829 MBH boiler and 259-ton chiller plant to remain. The spray applied cementitious fireproofing is located on the exposed structural steel elements in the building attics. The project also requires the removal of the defective fireproofing and applying new sprayed fireproofing on columns, and by encasing other members with fireproof board approved for use as fireproofing. This project is estimated between $1 Million and $5 Million. Bid Bonds in the amount of 25% and 100% Performance and Payment Bonds are required. This project is being considered for either a competitive 8(a) Set-Aside or a competitive 100% HubZone small business set-aside depending upon the responses received to this Sources Sought Announcement. Interested 8(a) firms or HubZone Small Business firms should respond to this notice in writing within 15 calendar days after publication of this notice. The responses shall include the following minimum information: 1) Name of the contractor including Duns Number 2) Indication whether the firm is 8(a) and/or HubZone certified 3) A list of relevant and recent experience consisting of all HVAC projects completed within the past five years in which the contractor?s HVAC work exceeded $1.5M. Name, location, description and size of each project indicating the name of the owner and contact name and telephone number 4) Indication whether the HVAC was performed by the prime or subcontractors 5) Indication of current maximum bonding capacity
