Description
This amendment is hereby issued to answer questions about the solicitation as follows: 1. The spec states, "The work will consist of the replacing 15 cameras as follows: 1. Replace 9 existing exterior fixed cameras with new color low light cameras with environmental housings (suitable for outside conditions) 2. Replace 3 existing fixed exterior cameras with color Pan, Tilt, Zoom (PTZ) units capable of being controlled through the RG-59 cable (housing must be exterior environmental units) 3. Replace 6 existing exterior PTZ cameras with color PTZ units" Based on the above information, there are 18 cameras (12 fixed and 6 PTZ cameras) to be replaced. Would you please clarify how many cameras are to be upgraded? ANSWER: You will replace 18 existing and install two new 2. How many Digital Video Recorders (16 channel) are required for this project? Are you looking for 4 DVR's (16 channel each) that can record up to 64 cameras for 30 days? ANSWER: DOL is not dictating the solution; we are requesting that you supply what you believe is the best value to the government, however as stated in the Evaluation Criteria, the award will be made to the quoter with the lowest price whose solution meets the requirements of the statement of work and acceptable past performance. 3. What is the model # for the existing PTZ Cameras and the DVRs? ANSWER: Current PTZ's are Panasonic. We are unable to supply the model numbers. 4. Do you want to replace all the existing PTZs, or would you like to keep some of the PTZ cameras? ANSWER: SEE RFP 5. When accessing the DVRs through standard Internet Explorer, do you allow the client computers to download ActiveX? If not, do you allow proprietary DVR client software to be installed on the client computer? ANSWER: The need to download ActiveX is ok with the Department as long as no software is required to be downloaded. 6. What is the current manufacturer of the existing cameras and DVRs on site, and if there is a current maintenance program in place, who is currently providing these services? ANSWER: Mixed on the fixed cameras, PTZ's are Panasonic as are the DVR's. 7. What DVRs will view and control the lobby cameras? ANSWER: The units located n the Command Center racks. 8. How long are the camera runs? ANSWER: There are only two new camera installations, the runs for these cameras should be based at 700 ft and need to be plenum rated cables. No conduit needed fro these cameras. All other cameras are existing and wiring is in place. 9. What kind of ceilings do you have? ANSWER: Where the new installation will take place it is a dry wall with access points, then the run will be in a drop ceiling with easy access. 10. Do you have conduit in place; do you need plenum cable, etc.? ANSWER: See Question 8 answer 11. Could you please provide a sketch of the current camera locations and where the two new cameras will be located, as well as the main storage location for the Digital Recorders and the three required on-site User Stations with Joystick Control? That would enable me to estimate how much wire and labor will be needed fro the two new cameras, among other items. ANSWER: No sketch can be provided. 12. Can we use the existing wiring for the new replacement cameras? ANSWER: Yes 13. Where will the Digital Recorders be located? Is there already a rack to hold them at the location or will I need to include a storage rack in the proposal? ANSWER: Racks are in place and not need in the proposal. 14. In regard to the three required on-site "User Stations with Joystick Control", what else is required besides joystick controls? Are these established stations or do they need to be wired or furnished? Do they already contain Internet-connected computer terminals to view the cameras over the Internet or will they require some type of video monitor? ANSWER: These are existing locations, and have new monitors at them. 15. In regard to training, how many users will have to be trained in total? You have asked for at least two days of training for each level of user. How many levels of users are there and how do you define these user levels? ANSWER: User and Administrator 16. On Maintenance and Support, do you want the bid to include a price for a second option year of coverage or prices for both second and third optional years of coverage? ANSWER: Second and Third 17. Regarding "Other CCTV Equipment (Loading Dock)", what types of cameras will be connected to the new 160GB 9 port Digital Video Recorder you have requested? Are they fixed-position or PTZ units and what is the brand name? ANSWER: All standard fixed 18. Do you need furniture and racks for the User Stations with joysticks? Do you have existing LCD screens? ANSWER: All is provided by DOL 19. The solicitation refers to "High quality images". Can you provide specifications for this? A 240 resolution is technically high, but there are 480, 2 CIF, 4 CIF, and others. ANSWER: See Question 2 answer. 20. The solicitation references a Handheld PC. Can you provide specifications for the types of Handheld PCs (such as Windows CE devices, Windows Mobile devices or Palm devices, or Smart Phones, etc.)? ANSWER: Windows CE devices, Windows Mobile devices, or Palm devices. 21. Is power over Ethernet viable in the solution? ANSWER: No 21. Do you want vendors to provide recording for 64 cameras or for the 20 total cameras with capabilities of up to 64 in the future? ANSWER: You must provide for the recording of 64 cameras for a period of no less than 30 days. 22. Do you want all exterior cameras to have the capability to switch to black & white low light conditions (known as day/night cameras)? The RFQ indicates color cameras which are less sensitive to low light conditions and less expensive than a day/night camera. ANSWER: See Question 2 answer 23. What horizontal resolution is required for color, 540 lines or 480 lines? The higher the resolution, the better the image. The higher resolution cameras are typically more expensive than the lower resolution camera. ANSWER: See Question 2 answer 24. Will the two (2) new interior PTZ cameras in the main lobby area be mounted on the wall or in the ceiling? If ceiling mounted, is the ceiling a drop ceiling or hard ceiling? ANSWER: Located in the ceiling. Ceiling is both a hard ceiling at camera location with access points the n transition to a drop for wire run. 25. What zoom capability do you require for the interior and exterior PTZ cameras? Zoom capability depends on the distance and quality of what you are trying to view. ANSWER: See Question 2 answer 26. You ask for environmental housing for some of the cameras. Do you have existing cabling in place to run the camera and the heater/blower in the environmental housings? ANSWER: Yes 27. What lux rating specification do you require for the low light Fixed cameras? ANSWER See Question 2 answer 28. Is there lighting in the vicinity of these Fixed cameras? ANSWER Minimal 29. How high are the existing cameras that are being replaced in the camera upgrade section? Do we need a special lift to replace these cameras or will commercial ladders suffice? ANSWER Reachable by ladder 30. What is the approximate distance between the command center and the newly installed interior PTZ cameras in the lobby? ANSWER Use 700ft as a range 31. Concerning the Camera Upgrade section of the solicitation, is there a separate (single pair) cable (in addition to the RG-59) available to control the fixed exterior cameras? ANSWER: Only power and RG-59. That is why control is required over the RG-59. 32. Concerning the Other CCTV Equipment section of the solicitation, what type of Government furnished power supplies are available? ANSWER: System was functional, put in new guard booth only needs to be mounted and connected. Just adding new monitor and DVR function. 33. How many Fixed IP addresses of the DSL will be provided for the DVRs? ANSWER: The only thing that the DSL line will be supporting is the DVRs attached to this system. 34. What is the bandwidth for the DSL? ANSWER Unknown 35. What is the size of the existing Hard drives in the DVRs? ANSWER Unknown 36. What is the maximum number of the PC users that are going to access the DVR? ANSWER No more than 15 37. Is there enough room to upgrade the matrix switcher to accommodate 16 more cameras? Is the Current Matrix Switcher capable of handling 16 extra cameras? ANSWER There is space to upgrade. It is unknown if the current system will accommodate 16 more cameras. 38. Will there be open invoices for emergency response? ANSWER This question is unclear and could not be answered NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (17-APR-2007).
